The Worcester Housing Authority (WHA) is soliciting bids for the removal of asbestos containing materials, including floor tiles, pipe insulation, and other applications at various WHA State and Federal residential units located throughout various locations in the city of Worcester on an as needed basis. A list of all WHA managed properties (with federal and state designations) is contained herein. The term of this contract shall extend for one (1) year, from October 1, 2025 - September 30, 2026. Question Deadline 08/20/2025 All questions or requests for clarification must be submitted in writing 7 days prior to opening by email to purchasing@worcesterha.org. The WHA shall issue a written response or Addendum, if required, for clarification. Please reference in the subject line: IFB # 25-29 Asbestos Remediation Services. Bids must be accompanied by a bid deposit in an amount that is not less than five percent (5%) of the value of the proposed contract total. Bid deposits, payable to the Worcester Housing Authority, shall be either in the form of a bid bond, or cash, or a certified check, or a treasurer's or a cashier's check issued by, a responsible bank or trust company. The successful bidder will be required to furnish a Labor and Materials Payment Bond in the amount of 50% of the contract total. The successful bidder must comply with minimum wage rates as determined by the Massachusetts Department of Labor Standards and the Department of Housing and Urban Development (HUD) in accordance with attached Prevailing Wage Rate Schedules. The successful bidder will be required to furnish OSHA certification documents for all employees designated to work on contract showing no less than 10 hours of OSHA-approved safety and health training. The VP of Procurement reserves the right to reject bids that are incomplete, not properly endorsed or signed, or otherwise contrary to these instructions as being informal. Conditional bids will not be accepted. The Worcester Housing Authority reserves the right to waive any informalities or irregularities in any or all bids, or to reject any or all bids, in whole or in part, if it be in the WHA and public interest to do so.
