LOCATION AND SCOPE OF WORK: The work to be performed is located within two residential neighborhoods in the City of Pleasant Hill. The project includes pavement restoration, such as base failure repairs, monument preservation, utility adjustments, concrete curb and gutter repairs, ADA curb ramp installations, cold planing/milling, wedge grinding, and cold in-place recycling. Additional work includes hot mix asphalt overlay, temporary and permanent striping, traffic control, tree trimming and root pruning, and all other related improvements along the project streets. The scope also includes any other work, items, or details not specifically listed above. but required by applicable standards, specifications, or contract special provisions. A schedule of streets is included in the bid package. TIME FOR BEGINNING AND COMPLETION OF WORK: The Contractor shall begin work no later than three (3) working days after the start date specified in the Notice to Proceed (which may be hand-delivered or sent by facsimile). The Contractor shall complete all work on the project within forty-five (45) working days from the start date specified in the Notice to Proceed. BID SECURITY: Each Bidder shall guarantee the total bid price for 180 days from the date of bid opening. Each bid shall be accompanied by a certified or cashier's check or bid bond in the amount of 10% of the total bid price. This security shall be payable to the City of Pleasant Hill, as guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required bonds and insurance and will prepare the required submittal documents and execute the Agreement. Under Public Contract Code Section 20170, all bid bonds must be executed by an insurer admitted to transact surety insurance in the State of California. AWARD OF CONTRACT: The City reserves the right, after opening bids, to reject any and all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as may best serve the interest of the City. The successful bidder shall furnish the following bonds: 1) Performance 2) Labor and Material and 3) Maintenance. Inquiries or questions based on alleged patent ambiguity of the plans, specification or estimate must be communicated as a bidder inquiry prior to bid opening.
