Reference Number 0000299819 The Government of Manitoba, as represented by the Minister of Public Service Delivery, Asset Management, seeks to select a qualified Contractor to provide water treatment control services (including all labour, materials, supplies and equipment) for upgrades to the existing R.O. Skid Controls and Plant SCADA System located in the water treatment plant at the Milner Ridge Correctional Centre in the rural municipality of Lac Du Bonnet, Manitoba. The building is in daily use and the contractor shall be required to coordinate the work while allowing for ongoing facility routine. .1 The work involves the supply, installation and commissioning of new controls and software for upgrading the existing Delco Water RO Skid Controls and the Water Treatment Plant SCADA System at the Milner Ridge Correctional Centre, located in the Rural Municipality of Lac du Bonnet, Manitoba. The building is in daily use and the contractor shall be required to co-ordinate his work while allowing for ongoing facility routine. 2The contractor(s) shall provide all labour, materials, supervision, superintendence and associated services whether or not shown or specified in detail, for the completion of the project as described. The work shall include, but is not limited to the following: .1 RO Skid Controls Upgrade: .1Removal of the existing Delco Omron PLC and Red Lion touchscreen HMI. 2Supply and installation of a new Delco OEM Schneider M340 PLC and Red Lion CR3000 touchscreen HMI. 1New PLC to be placed in a new small enclosure (NEMA 4, CSA) above the existing PLC panel due to the limited space available in the existing panel. .3 All required programming and commissioning .4 Update Electrical panel drawings .2 SCADA Upgrade. .1Provide all labor, materials, equipment, and incidentals as shown, specified, and required to furnish, calibrate, and place in operation a complete Supervisory Control and Data Acquisition System (SCADA) software upgrade for the Water Plant. The SCADA system upgrade to include, but not limited to the following: .1Supply and installation of new VTScada software complete with the following: .1New small form factor PC c/w 2 x 27" LED Monitors, Keyboard and mouse. 2VTSCADA 5K runtime license .3VTSCADA 5K alarm license .4New SCADA system to be scalable for future remote communication capabilities for monitoring and full operational functionality.
