Renovation of a multi-residential development in Ottumwa, Iowa. Working plans call for the renovation of a multi-residential development.

*As of October 17, 2025, this project received no bids and remains on hold. Work required by proposed contractor shall begin upon issuance of the Owner's "Notice to Proceed". Work must be completed with all equipment in operation before completion date noted on the bid form, subject to an extension of time, which may be granted by Owner. Bidder's attention is directed to the requirements for providing a Performance Bond in the full amount of the contract and forfeiting liquidated damages of $50 per day for delayed completion of the work. Bid guarantee in the amount of 5% of the bid shall accompany the bid in a separate attached envelope. The bid must be independently arrived at, and shall remain open for a period not exceeding forty-five (45) calendar days from bid date. All laborers and mechanics employed and working at the project site shall not be paid less than the minimum wage rate contained in the wage determination of the secretary of Labor prepared in accordance with applicable standards of the Davis-Bacon Act. The Contractor shall comply with provisions of the Copeland Act (29 CFR Part 3) and Executive Order 11246 regarding equal employment opportunity. In addition to the Bid Form and Bid Guarantee, the following attachments shall be submitted with the bid: Representations, Certifications and other Statements of Bidders (form HUD 5369A) Previous Participation Certification (form HUD-2530), Non-Collusive Affidavit Bidders shall be advised that, prior to award of any contract, Ottumwa Housing Authority reserves the right to conduct a pre-award survey for the purpose of determining the bidder's responsibility and capacity to perform the contract. This survey may include review of subcontracting agreements, financial capacity, and quality of work performed on other contracts. Owner will make progress payments to the Contractor based on monthly applications certified by the Owner as corresponding to the value of work completed, including materials and equipment delivered to the job during the preceding calendar month. All bids must be signed and dated: if a joint venture is submitting the bid, each joint venture must sign the bid. Ottumwa Housing Authority reserves the right to reject any and all bids.
