Sealed envelopes containing proposals shall be marked or endorsed Port of the Islands Raw Water Main. No proposal will be considered unless it is made on the Proposal Form, which is included in the Contract Documents. PROPOSED PROJECT The Port of the Islands wellfield and raw water main (RWM) date back roughly 50 years to the initial development of Port of The Islands. The RWM extends almost two miles for the water plant and connects to three wells. The RWM pipe is 8- inch asbestos cement (AC) and there are seven (7) known large leaks and potentially many more smaller leaks, see GPRS report. The intent of the project is to provide Port of the Islands with a complete RWM with no leaks from the wells to the water plant. This is to be accomplished with a tested and guaranteed repair or full replacement of the approximately 10,500 linear feet of 8-inch AC water main with 10 HDPE by directional drill. As this is the sole source of potable water for the Port of the Islands community, it is critical to keep the existing main in service until the project is complete and close coordination with Port of the Island Utilities will be required. The existing main is located in an elevated access road through the Fakahatchee Strand Preserve State Park. The successful Bidder will be required to furnish the necessary insurance, as prescribed in the Contract Documents. All insurance contracts and certificates of insurance shall be either executed by or countersigned by a licensed resident agent of the surety or insurance company having his place of business in the State of Florida, and in all ways complying with the insurance laws of the State of Florida. Further, the said insurance company shall be duly licensed and qualified to do business in the State of Florida. In order to perform public work, the successful Bidder shall, as applicable, hold or obtain such Contractors' and Business Licenses as required by State and local laws. All bidders must have demonstrated recent experience on similar projects. The Bidder shall be required to submit detailed project experience information with the bid. Failure to comply with the minimum required experience and staffing may result in disqualification of the bid. Before a Contract will be awarded for the Work, the DISTRICT will conduct such investigation as is necessary to determine the performance record and ability of any Bidder to perform the work specified under this Contract. The successful Bidder will be required to begin on a date determined by the DISTRICT and provide substantial completion of all work within 120 calendar days and final completion of all work in 150 calendar days. The date to start work will be formalized in a written Notice to Proceed from the DISTRICT or is Agent within 30 days of contract award. The right is reserved to reject any and all Proposals or any proposal not in compliance with the Contract Documents and the Districts rules, and to postpone the award of the Contract for a period of time, which, however, shall not extend beyond 365 days from the bid opening date.
