Statements of Qualifications (SOQs) from qualified multidisciplinary consultant teams to provide Phase I Preliminary Design services for the Nelsen Side Channel Salmon Habitat Project on the Green River. The project will restore off-channel and high-flow-refuge habitat for juvenile Chinook salmon while maintaining or reducing local flood risk and improving public access to the river. Section 2 - Project Description & Anticipated Scope of Services Phase I will advance a multi-benefit design integrating floodplain reconnection, levee-setback, and public-access improvements consistent with City and County objectives. Work will establish a coordinated Basis of Design (BoD) to position the City for final design, permitting, and construction. Anticipated services include: - Compilation and review of existing survey, environmental, and property data to support alternatives development. - Hydraulic, geomorphic, and geotechnical evaluation of floodplain and levee-setback feasibility. Development and comparison of at least three conceptually distinct alternatives for value-based evaluation. - Preparation of a Basis of Design and coordinated Preliminary Design (~30%) package. - Interagency and community coordination to inform development and selection of a preferred alternative. Estimated Budget: Approximately $600,000 is allocated for Phase I to indicate project scale only. Completion is expected by December 31, 2026, with at least $100,000 invoiced by March 31, 2026 to meet grant requirements. The work elements above are summarized for advertisement purposes; detailed anticipated tasks, coordination topics, and team-qualification expectations are provided in the Full RFQ Package, which governs in the event of any discrepancy. Section 3 - Submittal Information, Evaluation & Schedule Proposal Requirements Limit SOQs to 20 pages (excluding cover letter, resumes, and appendices). Pages shall be 8 1/2 x 11 inches, minimum 11-point font. The method of Contractor Selection has not been Determined at this time.
