Morrison Heights Pump Station The work consists of improvements to the Morrison Heights Pump Station and associated sewer system infrastructure with the objective of diverting a portion of the daily wastewater flows to the Village of Maybrook's wastewater treatment facility. Document info : Drawings, Specification, and Contract Documents for the proposed work is on file and publicly exhibited at the Town Hall, 110 Bracken Road, Montgomery, New York, Telephone Number (845) 457-2600. The said drawings and specifications may be reviewed at the Town Engineer's Office only. The deposit shall be in the form of check or money order made payable to the Town of Montgomery, to be refunded upon return of the said documents in good condition within ten days after receipt of bids. Digital copies may be obtained by contacting the design engineer, Engineering & Surveying Properties, PC at 845-457-7727. Each bid shall be submitted in accordance with the Instruction to Bidders and must be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least five (5) percent of the amount of the Bid payable to the Town of Montgomery as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Labor, Material Payment Bonds, and Certificate (s) of Insurance in a timely manner after the award of the Contract. All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable statutes. All documents submitted in connection with this bid will become the property of the Town of Montgomery and the Town will not return bids or bid documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. New York State law requires that the contractor pay the higher of State prevailing wages or Davis-Bacon, for each class of worker. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for MBE and WBE participation. See Instructions to Bidders for additional information. Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and the minimum wage rates to be paid under the Contract, M/WBE (DBE) project goals, Section 109, and Executive Order 11246. The requirements for Bidders and Contractors under this order, which concerns non-discrimination in employment, are further explained in the Contract Documents and Attachments. Bidders are also required to comply with the provisions of Section 291-299 of the Executive Law of the State of New York. The Town, an equal opportunity employer and affirmative action employer, hereby notifies all Bidders that it will affirmatively ensure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded a full and fair opportunity to submit bids in response to this invitation and any applicant for employment will not be discriminated against on the grounds of age, race, creed, color, religion, national origin, sexual orientation, military status, sex, disability, predisposing genetic characteristics, marital status or domestic violence victim status. In addition, the Town has applied for a NYS Grant which if received will require specific M/WBE requirements and compliance with M/WBE EEO Staffing Plan and Policy Statement which are included in the contract documents. The Bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contracted and to whom commitments shall be submitted concurrently with the bid. OWNERS RIGHTS RESERVED: The Town reserves the right to reject any and all bids and to waive any formality or technicality in any bid in the interest of the Town. STATEMENT OF NON-COLLUSION: Bidders on the Contracts are required to execute a non-collusion bidding certificates pursuant to Section 103d of the General Municipal Law of the State of New York. CONSTRUCTION START Upon award of the contract, contractors are to start construction as quickly as possible weather permitting. The anticipated Start Date is November 1, 2025.
