Site work and new construction of a residential development in Duluth, Minnesota. Completed plans call for the construction of a 1,040-square-foot, three-room residential development; and for site work for a residential development.
mo sHomes in Central Hillside consists of (3) two bedroom, 1 bathroom homes each with a footprint of approximately 1,040 square feet. The homes will be constructed on unfinished walk-out basements, each served by their own driveway. The HRA is providing full architectural detail of stormwater and utility plans and the bidding contractors will provide their own house plans based on a concept schematic within this document. All bids must utilize the Form of Bid forms included in this solicitation. The following documents must be completed and included in bid submittal: A. Form of Bid; B. Completed and signed Non-Collusive Affidavit; C. Responsible Contractor & Certification of Compliance form; D. Section 3 Business Concern Affidavit; E. Efforts to Comply with Section 3 Hiring & Contracting Goals Certification; F. Profile of Firm Form; G. HUD 5369-A - Representations, Certifications and Other Statement of Bidders; H. Bid Bond (for projects/bids exceeding $100,000); and I. Signed Addendum(s) to IFB, if any issued The HRA reserves the right to reject any or all bids, and the further right to accept or reject any bid item(s), and to waive any informalities. Any addenda to the specifications, if issued, will be on file in the above office. It shall be the Bidders, responsibility to make inquiry as to addenda issued before submitting the bid. Contractors are encouraged to examine the site independently. For proposal preparation assistance, contact Caleb Anderson, Development Coordinator 218-529-6365 or by email at canderson@duluthhousing.com HRA Board Approval Tuesday, August 26, 2026 Anticipated Award of Contract Wednesday, August 27, 2025 Project to be completed no later than Tuesday September 1, 2026 Proof of insurance and payment/performance bonds must be received prior to issuance of the Notice to Proceed. The Contractor shall complete all work required under this contract within 120 days of the effective date established in the Notice to Proceed. Bid bonds are required for bids $100,000 or more. If bid is 100,000 or more, bid bond must accompany bid. Performance and Payment bonds are required for bids $75,000 or more and will be required before a notice to proceed is issued. The HRA shall pay the Contractor the price as provided in this contract. The contractor shall bill monthly for work performed. Payment shall be made to the contractor within approximately thirty (30) days after acceptance of the completed work and the receipt of invoice, Davis Bacon Labor Reports, and any other required paperwork. Pay application meetings may occur monthly at the HRA's discretion to review billed work. *The bid list for this project may be incomplete.
