This reconstruction project has been nominated to improve capacity and increase safety and overall efficiency for West Reserve Drive and the intersecting US 2 highway in Kalispell. West Reserve Drive will be widened from three to five lanes, including Whitefish Bridge. The widening will include the addition of a six-foot boulevard on the north and south with eight-foot sidewalk on the north and five-foot sidewalk on the south. The west leg of the intersection with US 2 will be upgraded to include dual protected northbound left-turn lanes, an exclusive southbound right turn lane, a single east bound through lane, and two west bound through lanes. The intersection will be striped to fit current conditions until a future project builds out the remaining three legs of the intersection. The consultant will be required to provide comprehensive design services necessary for the project, including (but not limited to) roadway widening, geotechnical analysis and design, surfacing design, traffic analysis and design, signing and striping, utilities, railroad coordination, environmental features, right-of-way, public involvement, and bridge design. The MDT Consultant Design Project Manager has developed a draft Scope of Services document, which is linked below in the Additional Information Section. The provided Scope of Services document accounts for work being done through Scope of Work. The intent is to execute a contract post scope of work with the selected consultant for all work through PS&E. Any unaccounted efforts can be added later by amendment. A scoping meeting will be held with MDT and the successful Consultant on October 16, 2025. Minor changes to the Scope of Services document will be considered based on discussion during the scoping meeting. The Consultant will be tasked with developing their cost proposal based on this Scope of Services document (revised as agreed upon at scoping meeting). Contract negotiations, including fully executing a contract, should be complete within 14 weeks of Consultant selection, barring unforeseen circumstances. This timeline is outlined in more detail on Pages 3 and 4. By submitting a proposal, it is understood your firm has capacity to complete the work requested including having an internal quality assurance/quality control process achieving industry standard expectations for quality. LOCATION This project is located in Flathead County on Primary Route 267 north of Kalispell. The project begins at RP 1.30, approximately 1.3 miles east of US 93 and extends 1.2 miles east to RP 2.50 at the intersection with US 2. There is one bridge over Whitefish River near RP 1.76 and a BNSF railroad crossing near RP 2.32.
