The purpose of this Request for Proposal (RFP) is to obtain competitive proposals from qualified companies capable of removing and replacing fencing at the Hidden Valley Sports Complex. This includes fencing around nine softball fields and three baseball fields. All fencing must be replaced with new black vinyl-coated chain-link and matching fence posts. Dugouts on all fields must be rewrapped with black vinyl fencing, and posts must be black-coated or sleeved. Question Deadline 09/04/2025 Deadline for submission of questions or site visits. The City will respond to all questions by the end of day on September 4, 2025 from Respondents online as an addendum. Answers to questions will only be distributed via addendum and posted on our website online. The RFP states the overall scope of services desired and specific functionality as well as required Contractor qualifications. This RFP provides prospective companies with sufficient information to enable them to prepare and submit proposals for consideration by the City of Blue Springs, Missouri (hereafter referred to as "the City") to satisfy the needs as outlined in the scope of services. The selected Contractor will remove all existing fencing and legally dispose of the material. New black vinyl-coated chain-link fencing and matching posts will be installed at all nine softball fields and three baseball fields. The dugouts on all fields must be rewrapped in black vinyl chain-link fencing with posts either sleeved or coated black to match. Softball fields will not have backstops included in this bid. Baseball field 2 backstop is also excluded. However, Baseball fields 1 and 3 must include new backstops. The City reserves the right to choose which fields and the number of fields fencing to be replaced. It is the responsibility of the Contractor to ensure that their proposal is received in the Parks and Recreation Office, prior to the deadline. Companies mailing proposals should allow ample mail delivery time to ensure timely receipt of their proposals. Proposals received after the deadline for receipt of proposals will not be opened or considered. Proposals must be clearly identified as a proposal for the City of Blue Springs, Missouri "Hidden Valley Fence Replacement" and must show such information on the outside of the proposal packet. Proposals will not be accepted by facsimile or email transmittal. Do not staple or submit bid in any type of binder; binder clips are acceptable. The contractor will remove and dispose of all fencing at Hidden Valley Sports Complex located at 6500 NW Valley View Dr., Blue Springs, MO. This includes fencing around nine softball fields and three baseball fields. All fencing must be replaced with new black vinyl-coated chain-link and matching fence posts. Dugouts on all fields must be rewrapped with black vinyl fencing, and posts must be black-coated or sleeved. The work does not include backstops for any softball fields or for Baseball Field 2. New backstops are required for Baseball fields 1 and 3. All materials and labor must comply with applicable safety regulations and municipal codes. The contractor will coordinate with Parks and Recreation staff to determine the appropriate schedule for work. The contractor will be responsible for locating irrigation lines, sports light electrical, and any other utilities needed to perform the work. The city will assist with lighting and irrigation locates. Fencing heights are determined on what is already on the field and will be replaced with the same fencing heights. Gates and openings will remain the same for each field as already established unless otherwise discussed in the pre bid meeting. Any damage to the current netting backstops, turf fields, or natural surfaces is the responsibility of the contractor to repair or replace at the city's discretion. If the proposal exceeds $50,000, a payment bond must be included. If it exceeds $75,000, the contractor must comply with prevailing wage laws. If the City, because of the Contractor's breach, terminates this Contract, the City shall have the right to purchase service elsewhere and to charge the Contractor with any additional cost incurred. The City of Blue Springs, Missouri reserves the right to reject any or all proposals received in response to this RFP, or to cancel this RFP if it is in the best interest of the City to do so. Failure to furnish all information or to follow the proposal format requested in this RFP may disqualify the proposal. Any exception to the Scope of Work must be identified in the proposal.
