MILFORD Borough is a municipality in Pike County Pennsylvania which functions as the administrative center of the county i.e. the County Seat. It is one half square mile in area with a population of 1394. Its current municipal storm water infrastructure system, designed in the early 1900s, with subsequent piecemeal renovations, is in need of repairs and upgrades. The Borough has secured $3,500,000 in federal funding for this stormwater upgrade project through a RTPFC grant from the EPA and is looking for a qualified Engineering Firm to provide services in conjunction with creating a detailed stormwater upgrade solution including a master design for repairs, replacements, implementation work plan and execution per this grant. Question Deadline 09/08/2025 at 4:00 PM ET Location : online portal It is the intent of Milford Borough to secure the services of an Engineering Firm for improvements and implementation of a stormwater infrastructure initiative for the Borough which will repair / replace / upgrade the broken antiquated infrastructure and thereby reduce the runoff and pollution that enters the nearby waterways and will improve its water quality and community health. The following Request for Proposal for Professional Engineering Services provides a framework for Stormwater Engineering Firms to competitively submit a proposal to assist Milford Borough in developing a stormwater infrastructure upgrade solution. Scope of Work Deliverables: Bidders must outline in detail their ability to perform in a timely fashion the following Services: a. Detailed plans including all three objectives in I-2 with costs and timeframes, presentation to the Borough Council and preparing a final plan for approval;. Preparation of the bidding package based on I-3a, managing the bidding process for construction, reviews of the submitted bids including one interview with each respondent and insuring that each bid is in compliance with federal and Pennsylvania laws on prevailing wages and selection of the company chosen to implement the design; c. Identification of each permit required (DEP, PennDot, and EPA). Creation of each permitting application and managing compliance by the Engineering Firm; d. Managing the installation/repairs identified including insuring the Engineering Firm has a clear understanding of each element and completes each section of work in accord with the bid package including regular meetings, onsite inspections of work and review of each bill submitted to ensure accuracy; e. Providing all documentation and management required of the EPA during the design and implementation of this upgrade; f. Providing management of the budget attached to this and any change orders that might occur during implementation. The original design of the Borough stormwater infrastructure system was to preserve and protect the pristine natural landscapes of the community. This plan however did not account enough for the slope runoffs and pollution congestion over the years. The frequency of storms has caused an unmanageable pressure on the current system and the Borough is looking for professional help in implementing a stormwater infrastructure system upgrade which will provide a sustainable management system for many years to come. This Request for Professional Engineering Services contains the following requirements: a. To replace/repair the approximately 12000 feet of galvanized pipe currently in disrepair. (Attached is a preliminary engineering identification of the streets needing storm water repair). The Borough would like sleeves to be inserted into the existing horizontals and filled whenever possible to avoid road repair and minimize cost. b. To identify and implement extensions to the current system whenever it makes sense. c. To identify sections of pipe which need a larger diameter pipe and to provide engineering for that implementation. The Bidder is encouraged to add to or clarify any of the scope of work items it deems appropriate to obtain a high-quality plan at the lowest possible cost. All changes should be listed and explained; however, the scope of work proposed, at a minimum, must accomplish the goals and work outlined. The method of Contractor Selection has not been Determined at this time.
