This project consists of the following major elements of work: Replacement of the existing debris boom at the South Fork Tolt Reservoir Dam with a new single span debris boom downstream of the existing debris boom including installation of new debris boom anchors and anchor access roads on the reservoir shoreline. Existing boom to be removed and existing boom anchors to be abandoned. Project work also includes shoreline landscaping, removal of an existing access road, and structural and electrical retrofits to the walkway bridges from the dam crest to the reservoir spillway and intake towers. Project Location: This project is located at the South Fork Tolt Dam in the City of Seattle's South Fork Tolt Municipal Watershed, approximately 40 miles east of Seattle. The existing debris boom spans the South Fork Tolt Reservoir east of the South Fork Tolt Dam. The site is accessed through a controlled access gate at 12910 NE Kelly Road, Duvall, WA. This project location is not open to the public. Question Submission Deadline:September 11, 2025, 5:00pm Work includes but is not limited to: o Fabrication and installation of a new HDPE debris boom system. o Installation of new HDPE debris boom system downstream of existing debris boom system. o Installation of new debris boom anchors and anchor access roads. o Removal and disposal of existing debris boom system and abandonment of existing debris boom anchors. o Installation of shoreline landscaping. o Removal of existing access road. o Installation of structural retrofits to the spillway tower footbridge at the South Fork Tolt dam crest. o Electrical and structural retrofits to the conduits on the spillway tower and intake tower footbridges. o The new debris boom system must be installed and accepted by the Owner prior to removal of the existing debris boom system. o All work is adjacent to or over a fully operational drinking water supply reservoir. Contractor must coordinate all Work with the Owner to not impact reservoir and water supply operation activities in the Tolt Watershed. o Contractor must ensure that Owner has access to critical operational facilities such as the boat ramp, control building on the dam crest, morning glory spillway tower platform, and intake tower platform for regularly scheduled work. o All reservoir operation system and dam warning system instruments must be maintained and functioning at all times during construction o The access road at the dam crest must be maintained and open to traffic at all times except for a short period of time for loading and unloading of materials and as necessary to construct the footbridge improvements. o Ground disturbing work including silt fence and/or other erosion control installation below the Ordinary High Water Mark (OHWM) shall occur in the dry and not below the reservoir water level at any time. o Contractor must comply with the following: o Security and access requirements as specified in Section 01 14 13 - Access to the Project Site. o Health and safety requirements as specified in Section 01 35 20 - Health and Safety. o Construction stormwater pollution prevention requirements as specified in Section 01 57 13 - Construction Stormwater Pollution Prevention. o Water and air quality protection requirements as specified in Section 01 57 50 - Temporary Environmental Pollution Control. o All permit conditions. o Material and equipment staging and trailers must be located where shown in the contract documents unless approved otherwise by the Owner. o Contractor must not use the Vista House or Vista House parking for any purpose (PW# 2024-06)
