Site work for a playground / park / athletic field in Silver Spring, Maryland. Completed plans call for site work for a playground / park / athletic field.

Proposed park improvements include a new parking lot, renovated existing parking lot, renovated picnic shelter area, relocated playground area, relocated basketball court, fitness station, renovated natural turf athletic field with new irrigation system, plaza/seating areas, environmental enhancements (stormwater management facilities, tree planting), accessibility/connectivity elements (paths, steps, and ramps), and general site amenity/furnishings (benches, porta-john, drinking fountain, yard hydrant, security cameras, bike racks, fencing, railings, signage, etc.). The construction scope includes site preparation, tree protection, demolition, erosion and sediment control, grading and drainage, stormwater management (SWM), irrigation, parking lot improvements, utility connections (WSSC, PEPCO, Verizon, etc.), traffic control, paving, curbs, low walls, sport courts, playground, fitness area, fencing, steps, railings, site furnishings (including a drinking fountain, yard hydrant), picnic shelter, security cameras, turf establishment, SWM planting, lawn open space and related site work. Question Deadline 09/03/2025 at 5:00 PM ET Questions must be submitted via e-mail to: Lisa.Alderson@montgomeryparks.org Contractor Selection Date:October 24, 2025 The proposed design for the renovation of Long Branch-Wayne Local Park seeks to enhance and upgrade the existing features of the park that contribute to its identity, while suggesting simple improvements to increase access, efficiency, function, and enjoyment of the park. This six-acre park is bordered by University Blvd. (MD 193) to the east and the Long Branch Stream Valley Unit (SVU #2) to the west; E. Wayne Avenue to the north and Glenville Road to the south. The park is surrounded by single-family residential homes and townhouses. Existing facilities include a picnic shelter, a large rectangular athletic field, playground, full basketball court, softball backstop, paved pathways, open space, a large stormwater management (SWM) facility, and an asphalt parking lot with approximately 18 spaces. Although the park currently offers functional park amenities that are consistent with other local parks in the area, the overall quality of amenities offered and the connections between amenities could be significantly improved. Steep topography with groupings of shade trees and understory vegetation throughout the eastern half of the site significantly limits visibility into the park and makes it difficult to provide accessible pedestrian connections between park amenities. The playground is in a low-lying area of the park that is difficult to see from perimeter roadways. Eroded dirt pathways radiate down steep slopes from the picnic shelter to the playground, rectangular athletic field, basketball court, and parking lot. The existing permitted picnic shelter and large rectangular athletic field draw large crowds throughout the year. The existing 18-space parking lot is severely undersized, resulting in vehicle overflow onto adjacent neighborhood streets. On-site runoff is currently treated in a large sand filter SWM facility near the basketball court. This facility also receives offsite runoff from University Blvd., and overflow from this facility empties into Long Branch. Pre-bid Offerors are strongly encouraged to carefully review the Solicitation Documents. It is recommended that all parties who intend to submit a Proposal attend this meeting. The Invitation for Bids (IFB) will contain a specific minimum MFD subcontracting goal. At this time, it is anticipated that the MFD Subcontracting Goal will be 16% of the Contract value.
