The California Department of Corrections and Rehabilitation (CDCR) is requesting Statements of Qualifications (SOQ) from firms interested in providing professional Architectural/Engineering Services as a Criteria Architect/Entity for Fire Alarm and Detection Systems for the replacement ofthe existing fire alarm and detection systems and associated support systems at California State Prison, Solano (SOL) and the Substance Abuse Treatment Facility (SATF). CDCR anticipates the combined budget for improvements at both institutions to be approximately $82.94 millon. To qualify for providing the professional services of this Request for Qualification (RFQ), the firm(s) and their subconsultants must be duly licensed and registered to practice in the State of California and all work shall be performed under and approved by a California licensed architect or engineer. The selected firm should include team members with experience in the design of fire alarm replacement projects, and design experience within a correctional environment. Additional areas of expertise include knowledge and experience with the following: site development of existing multi-building sites, fire suppression systems, architectural fire life safety features, mechanical systems, material testing, and commissioning. The selected firm should have experience in the design of similar facilities and a demonstrated track record of successful design-build project delivery. Respondents are advised to clearly state in their proposals the specific individuals that will be available for this project and their individual experience and expertise. CDCR anticipates selecting a firm to provide the required architectural and engineering services for both institutions, solicited through this RFQ. Services may be required for the projects beginning as early as January 2026. Timely performance by the Consultant shall be critical to meeting CDCR's projected facility needs. A Notice to Proceed for Engineering and Design Services for this project is subject to budgetary, legislative, and control agency approval of the proposed projects. CDCR strongly encourages Disabled Veteran Business Enterprises and Small Business participation. A pre-proposal conference WILL NOT be conducted.
