The City of Vacaville (City) is a full-service municipality serving over 103,000 residents. The City is located on Interstate 80 between Sacramento and the San Francisco Bay Area. The City is approximately 29.42 square miles in size and has a work force of more than 500 employees. The Brighton Landing Stormwater Pump Station pumps runoff and groundwater from the Brighton Landing area to the Frost Drainage Canal. The station is located in the eastern part of the Brighton Landing area at the end of the California Pacific Road near the town of Elmira. The City's Public Works Department intends to maintain the safe and reliable operation of the basin pump system and electrical instrumentation for this station with a qualified contractor. The Request for Proposal (RFP) solicits responses that enable the City to select the lowest responsive bid to complete the services as detailed in the attached Scope of Work (Attachment A). The City intends to establish a two-year maintenance services Agreement, with the option to extend the Agreement for an additional two-year term. The service location is on California Pacific Road, Vacaville, CA 95687. The projected duration of this service agreement is July 1, 2025, through June 30, 2027. All responses must be made on the Bid Proposal and Schedule provided in Attachment B to be considered for award. In addition, bidders must possess a General A Contractor's License or C-57 and/or C-61/D-21, possess a valid Business License from the City of Vacaville, have a minimum of three (3) years of experience performing similar work, and demonstrate the necessary qualifications to complete the services described in the Scope of Work. The City of Vacaville has determined that prevailing wages apply to this Project. The selected contractor must register with the State Department of Industrial Relations pursuant to Labor Code Section 1725.5 prior to award of a contract. The Project is located at: Brighton Landing Pump Station, California Pacific Road, Vacaville, CA 95687 as shown in Exhibit A.1. The Project includes, but is not limited to, performing the following work: Provide labor, equipment, and materials necessary to provide routine pump maintenance, inspection, and repair services at the Brighton Landing Pump Station. The Scope of Work for the Project shall also include: General Service, supplies, and equipment to be provided by the CONTRACTOR include, but are not limited to the following: _ Materials and supplies _ Tools and equipment _ Transportation vehicles _ Administration, management, and maintenance support to perform services as specified _ Removal and proper disposal of all waste _ Site control and safety _ General cleanup Project / Site Conditions A. CONTRACTOR shall schedule or coordinate all inspections and site visits with the PROJECT MANAGER, as applicable. B. Protect infrastructure, landscape, buildings, and equipment from damage during the Project. If damage to the facility occurs as a result of CONTRACTOR's work, CONTRACTOR shall be responsible for costs associated with restoring the facility/infrastructure/equipment to its pre-construction condition. C. CONTRACTOR employees shall wear appropriate work attire and, when possible, wear clothing that identifies the company. CONTRACTOR is responsible for ensuring all employees are wearing proper personal protective equipment (PPE). D. CONTRACTOR shall adhere to and conform with all OSHA standards for the duration of the Project, including but not limited to installing and using temporary fall protection during work, following all procedures associated with confined space entry, completing lock out, tag out (LOTO) procedures, and all other applicable safety procedures when applicable. E. Maintain safe access for employees and the public to existing walkways during the Project. F. CONTRACTOR shall be responsible for all materials delivery, storage, and handling. G. Unless otherwise expressly specified in writing by the PROJECT MANAGER, all work shall be completed in accordance with the manufacturer's recommendations and current industry trade standards and best practices. H. All materials and equipment shall be cleaned up and/or removed at the end of each shift. I. CONTRACTOR shall properly dispose and/or recycle all debris at a CITY approved, off site location. CONTRACTOR shall keep all disposal tags and provide them to the CITY upon request. J. CONTRACTOR is responsible for the verification of all existing conditions and dimensions prior to bid. K. CONTRACTOR shall adhere to all NPDES and Storm Water Pollution Prevention Plan (SWPPP) requirements. For more information, contact the Public Works Project Manager. L. In the case of an emergency, work must stop immediately and continue only after prior authorization from the CITY. Submittals A. Prevailing wages apply to this Project. CONTRACTOR is responsible for maintaining certified payroll and submitting to the CITY, upon request. If the contract amount exceeds $25,000, registration with the DIR and submittal of certified payroll through the DIR's website will be required.
