RFP - Subsurface Sewage Treatment Systems (Septic) Plan Review and Inspection The Town of North Elba is a municipality located in Essex County. The iconic Town is one of the primary economic drivers in the North Country, with the Town and environs hosting thousands of national and international visitors throughout the year. In 2019, the Town adopted a "Lake Placid Lake Septic System Inspection Law", which applies to properties with septic systems on or near Lake Placid Lake. The law requires septic system inspections every five years for a seasonal home and three years for a full-time residency. The Town recently amended this local septic law to enhance the protection of Lake Placid from exposure to excess nutrients and pollutants. The amendment requires an inspection to be completed before the sale of a property, unless the last inspection took place within the previous year. The Consultant should address and provide any necessary explanation for the following points in their response: 1. A cover letter. 2. Brief organizational overview. 3. Relevant background and experience with projects ofsimilar size and scope. 4. Experience of working with municipal clients, particularly those located in nutrient-sensitive watersheds. 5. Experience with the design and inspection of residential and small commercial onsite septic systems, particularly those along lake shorelines. 6. Any additional information that should be considered when evaluating the proposal, such as any creative approaches or supporting documentation. 7. Reference contacts are encouraged but not required. The Consultant selected will be required to enter into a Professional Services Agreement (PSA) with the Town of North Elba. The establishment of a PSA will be contingent upon approval by the Town Board. Unless otherwise stated in the proposal, the Consultant's response to this RFP shall be deemed its acceptance of the terms of this PSA. In the PSA the Town will reserve the right to terminate the PSA at any time. The Town of North Elba reserves the right to amend or withdraw this RFP in their sole discretion, including any timeframes herein, upon notification ofall Consultants as set forth above, and in such case, the Town shall have no liability for any costs incurred by any Consultant. The proposal and all materials submitted with the proposal shall become property of the Town and will be subject to the NYS Freedom of Information Law. If any proprietary information is submitted with the proposal, it must be identified and a request to keep such information confidential must be submitted. Submission of a proposal shall constitute a binding offer by the Consultant to provide the services at the prices described therein at such time as the parties enter into a PSA.
