Estimated Range $50,000 - $100,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Description of Work: Provide and install a complete physical security system for the Child Development Center facility, including surveillance, access control, monitoring, and supporting infrastructure, in accordance with USCG standards and CSTO requirements. The work consists of, but is not limited to providing a complete and comprehensive system with the following "System Components and Features": 1. Video Surveillance System (VSS) o Dome-style IP cameras with IR/night vision and audio capability o Coverage per CSTO Table 2-4: vestibule, reception, corridors, classrooms, isolation room, kitchen, laundry, restrooms (door only), outdoor play areas, rally points o ONVIF-compliant, vandal/weather-resistant, POE-capable o Parental viewing monitors (PVMs) in Reception (Room 102) and Director's Office (Room 104) o For indoor areas with a ceiling height of less than 9 feet, use a 2 megapixels (MP) Vari-focal 2.6-12mm lenses. For indoor areas with ceiling heights between 9 and 20 feet, use 12MP Fisheye 360/180 degree camera with dewarping capabilities. o Equipment rack in Room 108 with an estimated 20' cable coil-Field Verify. o NVR with 30-day storage, remote access, secure VLAN 2. Access Control System o Provide Card reader with keypad at main entry vestibule (Room 101) o Door position sensors at secondary exits 3. Entry Door o Replace ADA approved automatic door operator at the outer and inner doors for handicapped accessibility. o Provide a buzzer type access system at the entry. This buzzer must sound at the reception desk and provide an intercom system or communication between the reception desk and entry. This system shall also include an electronic lock. The buzzer shall be provided at both the inner and outer doors. 4. Electronic lock system o System shall provide control of access into the facility from the reception desk. o Ensure a manual override of the electronic lock by key from the outside and a manual override to allow the doors to unlock from the interior. o Ensure the locking mechanism does not negate the use of the panic hardware during emergency evacuation. 5. Intercom System o Provide two way communication between child activity rooms, the master station, the reception area, office areas, the training room, and the break room in the facility. o See 2.4.8.3 SILC-CSTO-36-11 55 13 11-04 for additional requirements. 6. Intrusion Detection System o Duress alarm at reception desk linked to base security o Point sensors on exit-only corridor doors that alarm at the front desk to indicate the potential that a child has exited the building. o Audible alerts for unauthorized door openings o Deployable emergency shades and interior barricade locks (manual override) o See 2.4.8.4 SILC-CSTO-36-11 55 13 11-04 for additional requirements.
