Site work and new construction of a mixed-use development in Cleburne, Texas. Conceptual plans call for the construction of a 55,800-square-foot fire / police facility; and for site work for a fire / police facility.

This project represents an early phase in a long-term investment in public safety infrastructure. The selected design team will work with the City to develop programming, space planning, site planning, and full architectural and engineering design. The project will emphasize security, operational efficiency, long-term sustainability, and a welcoming environment for both staff and the public. A public safety facility needs assessment was completed in 2021, with a follow-up reassessment in 2024, to evaluate growth and programming requirements. Current operations are distributed across four aging facilities that no longer meet the City's spatial or functional needs. The new facility will consolidate key services to improve coordination and response capabilities. The proposed building is expected to be approximately 55,800 square feet, with provisions for future expansion. It will include dedicated spaces for each department as well as shared staff support areas. The facility will be located on approximately six (6) acres of nonaeronautical airport property at the southwest corner of N. Nolan River Road and Airport Drive in Cleburne, Texas 76033. Services will include the development of concept drawings and presentation materials for City Council review, as well as all related planning and design activities. The City seeks a firm capable of completing these tasks in a cost-effective manner and with the level of detail required to support future funding decisions. Preferred experience includes public safety facility design, with an emphasis on site planning, security, technology integration, and sustainable infrastructure. Familiarity with law enforcement accreditation standards (e.g., Texas Law Enforcement Best Practices or CALEA) and awareness of FAA-related site considerations is also desirable. The selected firm will provide full architectural and engineering design services. Services may include, but are not limited to, the following: a) Architectural and Engineering Services: Architectural design Interior design and space planning Structural engineering Civil engineering and site/infrastructure design Mechanical, electrical, and plumbing (MEP) engineering Fire protection design Landscape architecture Furniture layout and planning Presentation materials for City Council review Development of concept drawings to include addressing future expansion b) Specialized Services: Engineering and feasibility studies, including site conditions and environmental assessments IT infrastructure and security systems design 911 call center planning and technology integration Code compliance and permitting coordination Cost estimating and value engineering Coordination with city departments and stakeholders Dedicated space for each department 1. Police: records, dispatch, administrative offices, investigations, patrol, property and evidence processing and storage, and a crime scene lab 2. Fire: administration, logistics, and evidence handling 3. Courts: courtroom, court offices, and marshal functions a) Shared staff areas 1. Training room/EOC 2. Fitness room 3. Locker rooms 4. Break rooms b) Site Components 1. secure parking 2. conditioned support/storage space for special-use vehicles 3. storage for vehicle evidence c) Other professional services as required or identified during the design process After identifying the most highly qualified firm based on the evaluation criteria, the City will enter into negotiations to establish terms, scope, and pricing. The selected firm must submit its cost proposal and fee schedule within five (5) calendar days of the City's request. The selected firm will be responsible for working closely with City staff and consultants to ensure that the project meets current and future operational needs, complies with all applicable codes and standards, and aligns with the City's goals for functionality, security, and long-term flexibility. Successful Firm's Documents: The successful firm will be required to provide an electronic Microsoft Word version of its original SOQ, along with any negotiated amendments, to the Office of the Purchasing Manager. This RFQ and the successful firm's response, or parts thereof, may be incorporated into the final contract. The City reserves the right to negotiate contract terms. The City of Cleburne reserves the right to reject any or all RFQ submissions or to waive any informalities in the RFQ process. RFQs may be held by the City of Cleburne for a period not to exceed sixty (60) days from the date of RFQ opening for the purpose of reviewing the RFQ and investigating qualifications. Inability to Reach Agreement: If the City and the top-ranked firm cannot agree on fair and reasonable terms, the City may formally end negotiations and begin negotiations with the next most qualified firm, continuing this process until an agreement is reached or all SOQs are rejected. To advance the project, the City Council approved the issuance of Certificates of Obligation (COs) to fund design and engineering services. Funding for construction has not yet been secured; a General Obligation (GO) bond election is planned for 2026 to seek voter approval for the construction phase. This RFQ is limited to design and preconstruction services only. The deadline to ask questions is 9/12/2025 5:00 PM CST
