Alicia Jones Grant/Contracts Compliance Analyst ajones@co.marion.or.us The landslide, near the west entrance to the Park, is showing slow continuous movement, made more severe by the loss of vegetation that was stabilizing the bank prior to the Beachie Creek Fires of 2020. North Fork Park is one of the most popular and highly used parks on the recreational corridor. A large movement of material will eventually cause the park to close and may impact North Fork Road, forcing residents and emergency personnel to make a detour to reach farther up North Fork Road. This would create safety concerns and more congestion on the corridor. The exact slide mitigation needed at this location will be determined following a geotechnical analysis of the site. The park access road will be repaved following stabilization of the slide. The County is expected to receive Housing and Urban Development(HUD) Disaster Recovery (DR)funding for this Project, and all Federal Regulations required by this funding must be met on the Project. The park access road is located on Bureau of Land Management(BLM) property, and all necessary environmental studies must be completed in coordination with BLM. BLM staff may have availability to assist with some studies, but the consultant will be required to verify all NEPA requirements have been met on the Project. The total estimated Project cost, including survey, design, environmental and construction is $1,500,000. RFP - North Fork Park Landslide Mitigation Located in the heart ofthe Mid-Willamette Valley, Marion County has a population of 347,119, stretches from the Willamette River to the Cascade Mountains and encompasses nearly 1,200 square miles. Marion County has 20 cities, including Oregon's capital,Salem. The Marion County government organization is headed by an elected Board of Commissioners and has 15 departments, seven departments of which are headed by elected officials. The Beachie Creek wild ire of 2020 damaged or destroyed over 622 houses, 109 FEMA eligible sites, 18 small businesses and several County parks in the North Santiam Canyon. Hardest hit were the towns of Mehama, Lyons, Gates and Detroit, along with all of the County parks along North Fork Road. This project will primarily benefit the surrounding communities in Marion and Linn County by keeping this often-used park open to visitors and maintaining direct vehicle access farther east along North Fork Road for residents and emergency personnel. 2.4 SCOPE OF WORK Proposers responding to this RFP must be capable of performing the following tasks and services. Actual project work tasks may include but are not limited to those listed below. Additional work tasks, not included below, may also become necessary. TheStatement of Work (SOW) will be developed and negotiated (within the overall scope advertised in this RFP) with the selected Proposer for inclusion in the Contract. A draftScope of Work outline is provided below: o Project Management o Public InvolvementSupport o TopographicSurvey and mapping o EnvironmentalStudies o Consultant must complete all requirements under 24 CFR Part 58, including preparation of an Environmental Assessment(EA) or Environmental ImpactStatement(EIS) as determined necessary. o Complete studies as required to achieve NEPA compliance through BLM in support of BLM environmental staff. o Documentation may include, but is not limited to the Clean Water Act, Endangered Species Act, NationalHistoric Preservation Act, and any other permits necessary to comply with Federal,State or County requirements. o Utility Coordination o Geotechnical / PavementServices o Stormwater Design o Traffic Control o Design Acceptance Package o Plans,Specifications and Estimate (PS&E) o Bidding Assistance
