SCOPE OF SERVICES The County of Butte (County) seeks qualified firms to provide on-call residential well testing and inspection services under the Drought Resilience and Outreach Program (DROP). The goal of these services is to determine whether each private well is currently safe and functional or whether repairs or full replacement are necessary to restore access to potable water, and/or whether or not a connection to an existing or expanding water system is feasible The selected contractor will be responsible for conducting both visual (non-invasive) and physical (invasive) inspections, collecting water samples, preparing documentation, and submitting standardized reports suitable for County and State Water Board review. Services shall include, but are not limited to, the following tasks: On-site well inspection to assess structural integrity, system configuration, and operational condition Water quality sampling and certified laboratory testing to determine potability (including, but not limited to: nitrates, bacteria, arsenic, iron, manganese, and other regionally relevant contaminants) Documentation of findings in a standardized reporting format, which may be provided by the County upon contract award Clear recommendations for each inspected well, categorizing it as one of the following: Safe and functional In need of repair (with narrative scope and estimated cost range) In need of full replacement (with explanation and estimated cost range) Public Water System connection (with narrative scope and estimated cost range) Cost estimates for both repair and full replacement based on site-specific factors, including depth, access, infrastructure, and environmental conditions, along with public water system connection availability Coordination with the County and property owner for access, scheduling, and communication Report submission in a format suitable for the California State Water Resources Control Board, including sufficient technical detail to support eligibility determinations for well repair or replacement under the DROP grant Coordination with County staff and the State Water Board (as applicable) to clarify or verify inspection findings Attendance at occasional virtual or in-person project meetings to ensure alignment with program timelines and reporting standards Responses to the RFP must be made according to the requirements set forth in this section, both for content and sequence. Failure to adhere to these requirements, or inclusion of conditions, limitations or misrepresentations in a response may be cause for rejection of the submittal. Use 8 1/2" * 11" sheets (fold outs are acceptable for charts, etc.). Type size must be large enough to be easily legible, but shall not be smaller than 10-point. County shall receive all submissions Each proposal must include the following sections, clearly labeled and in the order shown: A. Cover Letter A brief letter signed by an authorized representative of the respondent, identifying the firm, expressing interest in the project, and stating the region(s) for which the proposal is being submitted (Mountain Region 1, Mountain Region 2, Valley Region, or any combination). The County will not entertain proposals for partial regions. Question Deadline 09/02/2025 at 5:00 PM PT. Questions and requests for clarification may only be submitted by email or through electronically. Verbal and phone inquiries will not be answered. All questions and requests for clarification shall be submitted County will provide answers and clarifications by posting an addendum(s) through online by September 12, 2025 so all respondents receive consistent information. Questions received after deadline will not be answered. County reserves the right to reject any or all submittals received if County determines it is in its best interest to do so. Further, County may cancel or amend this solicitation at any time and may submit similar solicitations in the future. County intends the contract to be an initial two-year term with a possible option to extend for an additional one-year period. Extension is contingent upon continued funding availability, satisfactory performance, and the County's sole discretion.
