Background Info On May 16, 2025, a devastating and deadly mile-wide EF-3 tornado produced extensive damage in the City of St. Louis, affecting over 10,000 homes and businesses across ten square miles, including several historic and low-income neighborhoods. As many as 50,000 people have been impacted by this disaster and are now faced with an unprecedented need for assistance with property repairs, demolitions, debris removal, housing and relocation assistance, and other supportive services. The City of St. Louis is working to address these needs, particularly for the un- and under-insured, with a wide range of rapidly developing assistance programs The City of St. Louis Board of Public Service ("BPS") seeks proposals for Disaster Debris Removal Services to support the management, removal, and lawful disposal of construction and demolition debris (C&D), vegetative debris, and hazardous household waste (HHW) generated by the tornado event. The selected contractor(s) will be responsible for collecting and hauling mixed C&D, HHW, and vegetative debris from the public ROW (streets and alleys) to landfill(s) or other locations as specified by BPS, and will coordinate with environmental and debris monitoring contractors to ensure materials are inspected and tracked. The service area includes the public right-of-way (ROW) network within the three tornado-impacted zones (Exhibit C), and may include additional locations within the City of St. Louis. The public ROW includes all streets, curbs, sidewalks, and alleys. Cleaning of the public right-of-way (ROW) is expected to result in visibly clean and passable conditions. The Contractor must ensure that litter, trash, excessive organic material, and any obstructions that affect pedestrian or vehicular access are properly removed. The goal is to maintain a safe, clean, and well-kept appearance across all designated areas. Mixed waste C&D debris includes, but is not limited to construction materials, household goods, bulk waste, and other storm-related debris. Vegetative debris includes, but is not limited to, tree limbs, branches, leaves, shrubs, and other plant materials resulting from landscaping activities or storm-related damage. All work must be conducted in a verifiable and coordinated manner to ensure complete and efficient coverage of the affected zones. Having satisfied all conditions of award as set forth elsewhere in these documents, a successful Bidder shall, within the period specified in Paragraph "a" above, furnish a Performance and Payment Bond in a penal sum of 25% of the amount of the Contract as awarded, as security for the faithful performance of the Contract and for the payment of all persons, firms, or corporations to whom the successful Bidder may become legally indebted for labor, materials, tools, equipment, or services of any nature, including utility and transportation services, employed or used by it in performing the work For questions about the RFP, use the Q/A feature on online Please submit any questions by August 18, 2025, at 5:00 pm. The City reserves the right to extend the contract beyond this period if mutually agreed upon in writing. The City also retains the right to terminate the contract at any time, with or without cause, by providing a minimum of 15 days written notice to the Contractor.
