Renovation of a municipal facility in Burnaby, British Columbia. Completed plans call for the renovation of a municipal facility.

The intent of this Request for Qualification (RFQ) is to seek statements of qualifications (Responses) from parties (the Respondents) interested in providing engineering and construction services (as a Design-Builder) for the renovation of the Production Way Operations Center Facility. More specifically, the intent of this RFQ is to short-list up to (4), four number of Respondents to participate in a Request for Proposal to select a Design-builder for the engineering and construction of the renovation; however, the Corporation reserves the right to short-list a greater number of Respondents. Metro Vancouver (the Corporation) acquired a building located at 2751 Production Way, Burnaby, BC with the intent of renovating the space to accommodate several Metro Vancouver Liquid Waste Services operations and maintenance groups (Stakeholders). The building was built in the early 1980’s and was used as a storage warehouse. It is 9 m in height covering an area of approximately 9,165 m2. The building needs to be renovated to accommodate the requirements of the various Stakeholders. The renovation will include trade shops, service centers, laboratory space, administration offices, security center, information technology center, general office space, meeting rooms, lunchrooms, change rooms and storage rooms. As part of the renovation, the building will be structurally (and seismically) upgraded to meet current building code requirements. In addition to the building renovation, the parking lot around the building will be expanded and updated to include electrical vehicle charging stations. The scope of work for this RFQ will be to provide engineering and construction services, using a progressive design build delivery model, for the renovation of the Production Way Operations Center facility. The design services will include architectural, mechanical, electrical, structural and civil design aspects of the building to meet all applicable codes, standards and requirements of authorities having jurisdiction. The Design-Builder will need to assess the building for constructability, hazardous material and government code compliance. The building will be designed to meet gold LEED performance level and the Corporation’s Energy Management Policy requirements. The Respondent’s must have extensive experience with well-established and formal project management processes. The scope of work will include the development of cost estimates, a detailed schedule and a formal risk analysis for the design and construction stages of the project.
