Leon County, Florida ("County") is issuing this Request for Proposals ("RFP") from qualified firms to provide Architectural/Interior Design Professional Services. It is the intent of the County to enter into Agreements with multiple firms in order to meet the anticipated need for services. The distribution of the work to these awarded firms shall be at the sole discretion of the Public Works Division of Engineering Services, based on what staff deems as in the best interests of the County. The Agreement period shall be for two (2) years with three optional one (1) year periods for a possible total of five (5) years. All professional services to be provided under this Agreement shall be performed by Professionals licensed to practice in the State of Florida under Title XXXII F. S., and in strict compliance with the Consultant's Competitive Negotiation Act, 287.055 F. S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall insure that full compliance therewith is maintained at all times. Proposers should be aware that projects to be developed under this contract may have a construction value between $10,000 and $4,000,000. Studies may have a fee of up to $500,000. In submitting its response, a respondent agrees that any additional terms or conditions, whether submitted intentionally or inadvertently, shall have no force or effect. Failure to comply with terms and conditions, including those specifying information that must be submitted with a response, shall be grounds for rejecting a response or placing a respondent in default. 3.5. Receipt and Opening of Proposals Proposals will be opened publicly at the time and place stated in the Timeline. When the specified time has arrived no proposals received thereafter will be considered. At the time fixed for the opening of proposals, the tabulation sheet will be made public and will be posted to this solicitation. Sealed bids, proposals, or replies received by the County pursuant to a competitive solicitation are exempt from public records disclosure until such time as the County posts an intended decision or until 30 days after opening of the documents, whichever is earlier. If the County rejects all Proposals submitted in response to this RFP, the rejected Proposals remain exempt from public records disclosure until the County posts an intended decision or until the County withdraws the reissued Proposal. Proposals received by the County pursuant to this RFP will not remain exempt for longer than twelve (12) months after the County rejects such Bids. 3.6. Timely Delivery It is the respondent's responsibility to assure that the proposal is uploaded and submitted at the proper time and location. Electronic submissions will not be allowed through the County's e-Procurement portal once the deadline has passed. 3.7. Preparation Costs The County is not liable for any costs incurred by respondents prior to the issuance of an executed Agreement. 3.8. Preparation and Changes Electronic proposal submissions may be edited electronically by the respondent prior to the opening date and time. No changes or corrections will be allowed after proposals are opened. The County reserves the right to reject any and/or all proposals, in whole or in part, when such rejection is in the best interest of the County. Further, the County reserves the right to withdraw this solicitation at any time prior to final award of Agreement. 4.1. Architect/Interior Design Services may include, but are not limited to the following in each discipline: Basic architectural services, including customary Structural, Mechanical, Plumbing, Electrical and Fire Protection Engineering services by consulting engineers per Leon County Professional Services Agreement. Plans and specifications shall be submitted according to the Architect's Services Schedule including Schematic Design, Design Development, 50% and 100% Construction Documents Phase submittals. Supplemental Architectural Services per Leon County Professional Services Agreement, including: Analysis / code review / generation of measured drawings of existing facilities; Building programming / feasibility studies; Detailed cost estimation (beyond basic services requirements); LEED professional services; Threshold inspection services On-Site Project Representation As-Constructed Record Drawings Historic Preservation Substantive Changes to Scope, Size or Complexity Owner requested Change Orders after commencement of the Construction phase Required attendance and presentations to public meetings or hearings Graphic Design / Signage Post-Occupancy Evaluations Specialty Engineering Consulting Services, including: Site Civil engineering (including paving, grading, drainage and infrastructure); Landscape and Irrigation design Surveying; Geotechnical investigations and reports; Forensic investigations; Toxic substance surveys and mitigation consultation; Site environmental assessments and permitting Telecommunications/Data Design Security Evaluation and Planning Building Commissioning Life Cycle Cost (ROI) and/or Federal DOE Energy Analysis Post-construction testing Traffic Analysis Food Service Equipment Design Other professional services as required. Interior Design services including: Coordination with architect when required or field measurement and preparation of existing conditions floor plans when necessary; Coordination with County Facilities Management for coordination of standard county finish and color selections when applicable Meet with the with the client User Group and develop a project program; Product research; Selection of fixtures, furnishings and finishes; Development of furnishings and finishes plans, schedules, details and specifications with coordination of User Group and Leon County Public Works and Facilities staff; Production of 3-dimensional renderings as required by County; and Color boards / samples preparation and presentation to County and User Group for approval. Make revisions as necessary Development of interior design cost estimates at each phase of the project; Procurement and Construction Administration Phase services for interior design Certified MBE Participation Project Specific Goal: 8% Certified WBE Participation Project Specific Goal: 6% The method of Contractor Selection has not been Determined at this time.
