Leon County, Florida ("County") is issuing this Request for Proposals ("RFP") from qualified firms to provide Landscape Architect Professional Services. It is the intent of the County to enter into Agreements with multiple firms in order to meet the anticipated need for services. The distribution of the work to these awarded firms shall be at the sole discretion of the Public Works Division of Engineering Services, based on what staff deems as in the best interests of the County. The Agreement period shall be for two (2) years with three optional one (1) year periods for a possible total of five (5) years. All professional services to be provided under this Agreement shall be performed by Professionals licensed to practice in the State of Florida under Title XXXII F. S., and in strict compliance with the Consultant's Competitive Negotiation Act, 287.055 F. S. (CCNA). Consultants providing services under this contract shall at all times be knowledgeable of the limiting thresholds of the CCNA statutes and shall insure that full compliance therewith is maintained at all times. Proposers should be aware that projects to be developed under this contract may have a construction value between $10,000 and $4,000,000. Studies may have a fee of up to $500,000. Further, the County reserves the right to withdraw this solicitation at any time prior to final award of Agreement. 4. Scope of Services 4.1. Landscape Architect Services may include, but are not limited to the following in each discipline: Landscape Design services including: Coordination with architect when required or field measurement and preparation of existing conditions plans when necessary; Coordination with the County for incorporation of County approved plant materials selections when applicable; Meet with the with the County and develop a landscape concept plan; Product and materials research; Selection of plant materials and other landscape elements; Development of landscape and irrigation design, plant materials schedules, details and project specifications Generation of plans and specifications including Schematic Design, Design Development, 50% and 100% Construction Documents Phase submittals; Provide an Opinion of Probable Construction Cost at each phase; submittal documents; Production of renderings as required by County and preparation and presentation to County for approval. Make revisions as necessary. Submitting for permits to the authority(ies) having jurisdiction (if required); and Procurement and Construction Administration Phase services including submittal reviews, pay application reviews, bi-weekly site visits and Substantial and Final Completion Inspections. The Minority Women Small Business Enterprise (MWSBE) Policy of the City of Tallahassee, Leon County Government, and Blueprint Intergovernmental Agency applies to this solicitation. This solicitation has a project specific goal for the participation of Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms certified by the Office of Economic Vitality (OEV) MWSBE Division.
