The contractor shall remove two existing roof-mounted HVAC exhaust fans (EF-3A and EF-3B) and install new energy-efficient fan systems at the FHWA facility located at 610 E. 5th Street, Vancouver, WA. The replacement fans must meet or exceed the performance of the current units, including specifications for airflow (minimum 6,000 CFM), motor type (TEFC, NEMA Premium or IEC IE3 compliant), vibration isolation, roof curb sealing, and integration with the buildings energy management system via BACnet/IP. All work must comply with applicable federal, state, and local codes, including OSHA, NEC, and Washington State Energy Code. The contractor is responsible for providing all labor, equipment, materials, and services required to complete the work safely and efficiently within 90 calendar days of contract award. Tasks include legal disposal of old equipment, installation of new fans, electrical work by licensed electricians, structural verification, startup testing, commissioning, and submission of certified Test & Balance and vibration analysis reports. Crane operations, if needed, require prior approval and detailed lift plans submitted at least 60 days in advance. The contractor must also provide a three-year preventive maintenance plan and warranty coverage for 12 months post-acceptance. Daily progress reports, coordination meetings, and immediate incident notifications are required throughout the project. All contractor personnel must comply with federal facility access, safety, security, and conduct standards.
