Renovation of a laboratory facility in Athens, Georgia. Completed plans call for the renovation of a laboratory facility.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) requires the modernization of elevators in Building 1 located in Athens, Georgia. Vendors are strongly encouraged to inspect the site prior to submitting proposals. A site visit is scheduled for September 3, 2025, at 10:00 A.M. Eastern Time. Interested vendors must notify Walter Dennis at walt.dennis@usda.gov by 10:00 A.M. ET on September 2, 2025, to be added to the approved list for the visit. Proposals must be submitted via email to shalunda.mix@usda.gov no later than 2:00 P.M. ET on September 19, 2025. All correspondence must reference the solicitation number and project title. Additional information regarding REE policies and procedures for change orders under construction contracts is available at https://www.ars.usda.gov/afm/apd/acquisitions/. **Location:** 950 College Station Road, Athens, Georgia 30605 (Meet at the main gate outside the security station). Magnitude of Construction: The Project Magnitude is Between $1,000,000 and $5,000,000. The Contractor shall begin performance within 10 calendar days and complete it within 240 calendar days Questions are due in writing not later than 10:00 A.M. Eastern Time on September 4, 2025 to the Contracting Officer at the following email address: shalunda.mix@usda.gov. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The contractor shall provide all professional services necessary to modernize the four car, 10 stop, gearless traction elevator system serving the USNPRC Building 1 tower. This includes but is not limited to Electrical, Fire Alarm, and HVAC. The contractor shall include all services and field labor, equipment (including cranes, rigging and material handling equipment), materials, testing and personal protective equipment necessary to perform the work. Equipment and services provided by the Government for contractor use are listed below: - None provided 1.1 Base Bid The contractor shall provide a detailed proposal and cost breakdown for the entire project including submittals for proposed equipment and materials. Description: The intent of this project is to modernize the four existing 10 stop elevators and control systems to alleviate equipment obsolescence issues and ensure safe, reliable operation. All equipment will use current technology that can be supported in the foreseeable future. The elevators and systems must meet all current safety standards. This work must include, but is not limited to: 1) New microprocessor controls with emergency power provisions and regen disable 2) New isolation transformers 3) New AC gearless machines - inclusive of new car top and counterweight sheaves 4) New hoist ropes 5) Governors - to be retained/refurbished 6) New absolute positioning system with limit switches 7) New traveling cable(s) and all new wiring throughout 8) Compensation sheaves to be retained/refurbished with bearings replaced. Comp ropes on elevator #4 to be replaced with new 9) New Pit stop switches 10) New load weigher 11) New Car Top Exit Switches 12) Car and Counterweight Roller Guides - Refurbish as needed 13) Door Equipment Summary a. New Closed loop door operator including new clutch, gate switch, car door rollers, gibs, and 3D door edge b. At each landing - provide new gibs and hanger rollers. Refurbish interlocks and closers as needed c. All hoistway doors, car doors, tracks, and hangars to be retained 14) New Fixtures - All #4 SS finishes to match existing a. New Applied panel COP b. New flush mounted hall stations - 2 risers per floor c. New flush mounted hall lanterns at each floor, per elevator d. New combo Lantern/PI - main floor only - flush mount e. New hoistway access fixtures f. Add new inconspicuous riser with swing switch for Elevator #4. Fixture provided at each landing to be flush mount in door jamb. Swing switch to be provided at main egress floor only g. New fire command panel 15) Inclusive of all 2019 Two-Way Visual Communication devices 16) Modifications to Fire Alarms equipment as required to connect to existing fire alarm system. 17) All electrical work necessary to support this modernization. 18) New jamb braille and each landing and new Car ID plates for each elevator 19) All proper balancing and testing completed immediately following modernization of each elevator 20) All old equipment disposed of properly off jobsite 21) Completed project must pass inspection by a Georgia State Certified Elevator Inspector and be properly permitted. The facility will be occupied during construction activities. All work shall be scheduled in advance and coordinated with the facility representative to minimize the disruption to traffic, daily operations and research programs. Unless specifically approved by USDA, at least two cars will remain in service at all times.
