Contractor shall provide labor, equipment, supplies, and certified technicians to perform tri-annual maintenance, inspection, testing, and calibration of the Electrical Power Distribution System and all its components at the Montgomery and Tuskegee Campuses of the Central Alabama Veterans Health Care System. Services include professional testing and maintenance of high, medium, and low voltage systems, including switchgear, circuit breakers, transformers, transfer switches, distribution panels, generators, manholes, and grounding systems. Testing must comply with applicable standards such as NEMA, NEC, ANSI, ASTM, ASA, and VA Directive 1028. Infrared scanning is required to detect hot spots and faulty connections, with corrective actions taken as needed. Work must be performed after normal hours, with shutdowns coordinated three weeks in advance. Contractors must be NETA certified, OSHA trained, and have a minimum of five years experience in similar environments. Detailed written reports of all work performed, including test data and recommended corrective actions, must be submitted within seven calendar days of each visit. All contractor personnel must complete VA Privacy and HIPAA training annually and comply with VA security and conduct regulations while on site.
