Solicitation to Bid to the City of Edmond and Edmond Public Works Authority for Decorative, Street and Security Lights. The proposed effective date for the award will be approximately September 15, 2025, and the expiration date would be June 30, 2026, with the option to renew annually for four (4) years provided that the services and prices continue to be acceptable to both parties. Pricing will be reviewed at the beginning of each renewal period. These requirements will be on an "As Needed Basis Only". Question Cut Off Date 8/20/2025 02:00:00 PM (CT) City of Edmond Rights: 7.1.1. The City of Edmond and its designees reserve the right to determine whether a bid is responsive and has the ability and resources to perform the contract in full and comply with the specifications. 7.1.2. The City reserves the right to reject bids which incorporate counter bids and conditions in the form of vendor's pre-printed clauses. 7.1.3. The City reserves the right to accept or reject all or part of any bid, waive informalities, minor irregularities, or substitute items as desired if deemed in the best interest of the City, therefore selecting the optimum bid or issue a new Solicitation to Bid. 7.1.4. The City reserves the right to reject bids when procedures stated within are not followed. Specifications: 9.1. Street/Security Light: 9.1.1. Pole: 9.1.1.1. A black fiberglass pole designed for direct burial shall be provided. 9.1.1.2. Pole shall be twenty feet (20') in length with an outside bottom diameter of eight inches (8") tapered to a top diameter of three inches (3"). 9.1.1.3. A three inch (3") OD by four inch (4") length slip-fitter shall be provided at the top of each pole to provide attachment of the ornamental head. 9.1.1.4. A one- and one-half inch (1 1/2 ") round hole shall be located three feet (3') from the bottom of the pole. 9.1.1.5. A two and one half inch (2 1/2 ") by six inch (6") oblong hand hole shall be provided five feet six inches (5' 6") from the bottom of the pole. 9.1.1.6. Round hole and oblong hole shall be on the same side of pole. 9.1.2. Ornamental Base: 9.1.2.1. Fabricated from one quarter inch ( 1/4 ") black ABS UV inhibited material with ornamental design. 9.1.2.2. Two (2) piece construction. Forty-one inches (41") in height with a top ID of six and one half inches (6 1/2 "). 9.1.2.3. All fasteners shall be stainless steel. 9.1.2.4. Finish: All aluminum exterior parts shall be powder coated gloss black. 9.1.3. Fixtures: 9.1.3.1. Successful vendor shall provide two (2) types of decorative fixtures with completely interchangeable internal electrical parts. 9.1.3.2. The bottom portion of the slip-fitter shall have six (6) set screws equally spaced around its circumference. 9.1.3.3. All components shall be made of 319 Aluminum Alloy. A certificate will be made available upon request. 9.1.3.4. Windsor cover shall be hinged and have a restraining cable and a single captive bolt. 9.1.3.5. Cover shall have four (4) equally spaced drainage holes and four (4) equally spaced set screws for holding polycarbonate globe in place. 9.1.3.6. All fasteners shall be stainless steel. 9.1.3.7. A three inch (3") ID by four inch (4") length slip-fitter shall be provided on the bottom of each fixture for attachment to the pole. 9.1.3.8. Fixture will be wired for 120 volt with a mogul base. 9.1.3.9. Photo control is to be located at fixture and easily accessible. 9.1.3.10. Fixture will have a receptacle for photo control to fit a Fisher Pierce 7760 photo controller. 9.1.3.10.1. Globe and Lenses: 9.1.3.10.1.1. Globe and lenses shall be made of a clear texture polycarbonate. 9.1.3.10.1.2. A globe measuring nine inches (9") by seventeen inches (17") by twenty-five inches (25") shall be provided. 9.1.3.10.1.3. Each globe base shall have an aluminum retaining ring with a nine inch (9") opening to prevent breakage. 9.1.3.10.1.4. Bristol globe shall have a restraining cable attached to the globe and head. 9.1.3.10.1.5. An ornamental finial shall be provided with each fixture. Finial shall be a round ball painted gold. 9.1.4. Electrical Components: 9.1.4.1. All electrical components, photocell, and mogul base shall be mounted on a plate as a single unit and replaceable by loosening two (2) screws and removing as one unit. 9.1.4.2. Finish: All aluminum exterior parts shall be powder coated gloss black. 9.2. Orders will be placed during the contract period "as needed". 9.3. The use of manufacturer's/brand name and product numbers are for descriptive purposes and establishing quality levels only. They are not intended to be restrictive. Standard items appearing in the manufacturers published specification furnished by the bidder shall be included in the bid price unless otherwise noted. 9.4. If bidding alternate items, please submit brochure and/or specifications with bid. 9.5. NOTE: It is expected that bid price be firm for the contract period. However, vendor shall notify the City in writing in the event a price increase is anticipated due to the instability of the manufacturing materials market and provide documentation that the increase is required. Pricing shall be based on the current PPI price and actual charged pricing may increase or decrease based on this baseline.
