The Project, of which the Work under the Contract Documents is a part, is generally described as follows. The work to be done shall consist of furnishing all labor, materials and equipment necessary to construct the proposed Water Pollution Control Plant Improvements as shown on the construction drawings and detailed in the specifications. In general, construction consists of installation of a 1.0 MGD package wastewater treatment vessel, influent pumping station, headworks and screening with support structure, blower system, grading, base and pavement, water mains, gravity sewer mains, ultraviolet disinfection system, flow meter, electrical, stand by power unit and all associated appurtenances required to complete project. Any Contractor submitting a bid must be a licensed Utility Contractor by the State of Georgia. License numbers must be written on the face of the bid envelope. No bid will be opened unless the license number is clearly shown. See Instructions to Bidders for additional bidding requirements. All bid forms must be accompanied by a Bid Bond or a certified cashier's check in an amount not less than ten percent (10%) of the amount bid. All bonds shall be by a surety company licensed in Georgia with "A" minimum rating performance and financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury Department's most current Circular 570 Listing. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner reserves the right to waive informalities and to re-advertise. This work will be awarded in one (1) contract with a 540 consecutive calendar day construction schedule. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents.
