Renovation of a library in Meriden, Connecticut. Completed plans call for the renovation of a library.
This project entails limited scope weatherization improvements to the Meriden Public Library located at 105 Miller Street, Meriden, Connecticut 06450. The purpose of the project is to address random water penetration through the exterior building roof assemblies. The City of Meriden, CT is soliciting sealed electronic proposals in seeking a contractor to remedy and repair water penetration with the Library's roof. Contractual Scope of Work 1. Staging and access to the building exterior including all elevations and roof as required to implement the work. Inspection of all exterior joints and material assembly seams entire building. Repair and/or replacement exterior joints and material assembly seams entire building. Cleaning, tuck pointing if required, and then sealing all exterior concrete and masonry on the entire building. Coordination with / notification of EPDM Roof System (2023) warranty provider and roofing trade subcontractor installer that random leaking has occurred and that an active field investigation and determination is underway to locate and address potential sources of water penetration into the building at various locations. Repair of any found conditions by Firestone qualified roofer without voiding the existing roof system warranty. 2. Work shall be performed on a fully occupied public building and the General Contractor shall assume responsibility for staging the work in such a manner as to protect the public health, safety and welfare. 3. The General Contractor shall comply with all applicable codes, ordinances and regulations in performing the work. 4. The Contractor shall comply with all safe work place requirements and practices established by OSHAE. 5. The Contractor shall assume that there is no asbestos or lead paint hazardous materials contained within roof and exterior wall assemblies. 6. All materials removed from building shall disposed in compliance with applicable code, standards, ordinances or regulation. 7. The General Contractor shall maintain a digital photographic record of the project and deliver color prints and jpeg files of same on a USB stick to both the Architect and the Owner upon completion of project The Meriden Public Library is a 53,000 SF two story structure. The original 45,000 SF building was built in 1973 and an 8,000 SF addition was completed in 2023. The 2023 addition was designed by TSKP Studio Architects and built by Montagno Construction at a cost of approximately $13,200,000. The entire roof was replaced as part of the 2023 renovation, modernization and expansion project Each proposal shall be accompanied by a Bid Bond in the amount of Ten (10%) percent of the amount proposal. If it is determined prevailing wages are required it is expressly understood and agreed they are the responsibility and obligation of the Contractor to secure and maintain any/all prevailing wages rates. The right is reserved to reject any or all proposals, in whole or in part, to award any item, group of items, or total proposer, and to waive informality or technical defects, if it is deemed to be in the best interest of the City of Meriden. No proposer may withdraw its proposal within sixty (60) days of the date of the bid opening. Labor and Material Payment Bond and a Performance Bond for One Hundred Percent (100%) of the contract price, with a corporate surety approved by the City of Meriden, will be required of the lowest responsible proposer. Proposals are to be submitted as follows:. Proposals must be made out and signed in the corporate, or other, name of Proposer, and must be fully and properly executed by an authorized person. Amendments to or withdrawal of proposals received later than the date and time set forth in the opening will not be considered. AWARD OF CONTRACT The Purchasing Officer reserves the right to make an award on the proposal which, by the Purchasing Officer's judgment and recommendation from the Director of Facilities following proposal evaluations, best meets the specifications and is deemed to be in the best interest of the City of Meriden. The contract will not be awarded to any corporation, firm, or individual which/who is in arrears to the City of Meriden by debt or contract, or who is in default as security or otherwise by any obligation to the City of Meriden. The right is reserved to reject any or all proposals, in whole or in part, to award any item, group of items, or total bid, and to waive informality or technical defects, if it is deemed to be in the best interest of the City of Meriden. Question Deadline Question Submission Deadline:December 29, 2025, 4:00pm Bidders shall submit all inquiries regarding this bid via electronically. No request shall be honored if such request is made less than seven (7) calendar days prior to the date fixed for the opening of bids. Any and all such interpretations, and any supplementary instructions, will be in the form of a written addenda to the specifications which, if issued, will be made available via electronically. Failure of any bidder to receive any such addenda shall not relieve any bidder from any obligations under its bid as submitted. Please note the deadline for submitting inquiries.
