The Community Redevelopment department is looking to have a company provide supplemental litter and debris removal (sometimes large items), minor landscaping, and upkeep of to the rights-of-way (road area, alleys, sidewalks, curbs), Salcines Park, Freedom Park, and other public areas and properties located along the West Main Street area. The geographic boundary for the service request area is identified on the attached maps. In addition, the selected company, while on duty, will observe and report to code enforcement issues, trip hazards, unsafe conditions, and other relevant public safety concerns related to the look and safety of the service area. Question Submission Deadline: September 4, 2025, 5:00pm Sealed Bids for the furnishing of: BID NO. 25-P-00326, West Main Street Area Grounds Upkeep and Debris Removal (Bid Discount) will be received by the Director of Purchasing, City of Tampa, until deadline, then be opened. Bids shall be accepted no later than the time and date specified on the INVITATION TO BID. The Bid Opening shall be thereafter and posted to OpenGov. All bids received after the due date and time shall be rejected. Offers by mail, hand delivery or express mail, email, telephone or transmitted by facsimile (FAX) machine are not acceptable. A MANDATORY SITE INSPECTION will take place immediately following the Pre-Bid Meeting. This will be the only site inspection for bidders prior to bid opening. Bidders that have not performed the Mandatory Site Inspection at this designated time will not be considered. DESCRIPTION OF WORK Remove all unwanted suckling/vines from trees, structures, etc. Mow all high weeds/grass. Properly dispose of all debris. All trash and debris shall be removed from the lot by the Awardee. The Awardee is encouraged to recycle clippings by mulching. Uplift (trim) all trees and palms to a height of seven feet (7') from ground. Use small power equipment to cut any vegetation inaccessible to tractor mowers. This includes weeds/grass along fences, poles, bollards, structures, etc. Awardee to clean site of all litter and illegal dumped material. Each area worked is to be left free of weeds, debris, and trash of any kind. Cut/mow grass and weeds no lower than three inches. All curbs and gutters are to be edged and kept clean of debris and weeds. Chemical weed control agents (i.e. Round-up) may be used. Touch-up Painting of City-owned, curbside, waste receptacles. Pressure washing to spot clean sidewalks and trash receptacles. Graffiti and gum removal and sticker removal as needed. Monthly reports with pictures to be provided to CRA Manager and included with all invoices. Perform special service requests within the West Tampa CRA boundary (see attachment F) as needed.
