Renovation of a military facility in Natick, Massachusetts. Completed plans call for the renovation of a 960-square-foot military facility.

This requirement is for renovations and repairs to the hallway and offices located on the 3rd floor of Building 1 at the U.S. Army Natick Soldier Systems Center. The work includes all construction activities as outlined in the Statement of Work and accompanying attachments. The contract will be a Firm-Fixed-Price construction award set aside 100% for small business concerns. The estimated magnitude of the project is between $100,000.00 and $250,000.00. All prospective offerors must be registered and active in SAM.gov, with no active exclusions or debt subject to offset. The applicable NAICS code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45.0 million. Location: U.S. Army Natick Soldier Systems Center 10 General Greene Avenue Natick, MA 01760 The final date and time to submit questions regarding this solicitation shall be 11 September 2025 by 1200 EST. Project consists of all work required for the renovation of the following area (see attached sketch). 960 SF total, approximately. Contractor shall verify total SF to prevent discrepancy and room/hall conditions. 2.1.1. The Contractor is responsible to verify location, dimensions, and utilities to avoid change orders due to unforeseen circumstances. The contractor shall verify all the materials to meet the required specs, as well as Buy American Act. and the approval/authorization from DPW- PM Architect, failure to comply with this request, the customer, agency, or gov. employee, will not be responsible for contractor's losing cost, and delays. US Army SSC Natick, or Government will not be responsible. 2.1.2. The Contractor is responsible to disposal all the removed materials, maintain the construction area safe during construction process, prepare and secure the construction area with safety warnings and free of obstacles or debris that may affect the public safety. After the completion of the above-mentioned project, the contractor shall leave the new renovated area clean, including the window's glass/sill and area affected by the dust during the construction/demolitions process. Contractor shall maintain all the safety standards required by OSHA. and shall brief to his employees; safety standards, requirements, POC for emergency and working environment awareness, to maintain an organic and safe working process and completion The project will require to remove/dispose the existing carpet, wallpaper and baseboard located in room 303 and the hallway, in room 303 the floor shall be clean and prepared to install the new carpet tile. Remove existing unused receptacles and communication items located in Room 303. Remove/replace the ceiling tiles in room A303, keep the light fixtures and sprinklers, in preparation for the new ceiling tiles, remove black painted supply/return grills, in the hallway prepare/patch/install 3 mm LVT Legend V5009. Remove wood transition strips in office #1, #2, #3 and replace with new transition strips. Room 303 existing HVAC ducts will remain in place. Remove/re-install the photos and logos. Remove and dispose Stean radiators, cap the lines and remove 3 inlet grills. Remove/dispose the window woodsills and grills, remove 4 vents located below the windows and one vent located below the fiber glass projector board next to the computer desk. Remove the half plywood walls in room 303, remove the sliding doors below the projector located in the north side, in the ceiling remove/dispose 2 projectors including the electrical/wires/switches/receptacles connected to the projector. Remove/dispose the fiberglass wall below the projector located in the south side, patch/repair/paint, remove the wood board wrapping the columns and repair/patch/paint. Remove all the obsolete communications items, including the phone, remove all ceiling tiles to be replaced and paint the metal suspension grid white, replace all active receptacles to be with white color, remove/disposal non active comm, electrical materials i.e. receptacles, comm boxes, switches. In the hallway remove/replace damaged tiles and black receptacles to be replaced with white color. Room 303 and hallway remove wallpaper, baseboard, carpet, damaged ceiling tiles in the hall outside office 304. The return ducts to the system should be capped, or filters added to prevent construction debris being sucked into the system. 2.1.3. Room 303: Install a new 4" graphite color wall base (Spec Wall Base 093 Graphite TP Base 2000 (B2 -093) TV Vinyl (VCB-093) or equal. Note: The contractor shall verify the new proposed products and materials with the DPW- architect for approval. Install a new 4" graphite color baseboard (Baseboard 093 Graphite TP Base 2000 B2 -093 Room 303 conference room and hallway, prepare/patch/paint walls satin ESMERALD SW 6385 Dover or equal, install new solid wood windowsills. Remove and replace all the exterior signage (i.e. room number/name) to comply with UFC 3-120-01. Remove non active communication/electrical wires, install 8" kick plates on the exterior doors rm 303. Floor/ceiling: Floor area conference room 303, install a new carpet tile 2ft x 2ft. Specs (Intrinsic 7096/2720 Nexus modular backing) or equal using recommended glue or equal. Replace the ceiling tiles in room A303, 2ft x 2ft square with fissured texture (type XII, form 2, pattern E, fire Class A), re-use the existing light fixtures and paint white the metal ceiling suspension grid (gloss level 1 (flat)). Replace the damaged ceiling tiles in the hallway to match the existing. Remove window's drape. Install 2 kick plates on the exterior side/doors. 2.1.4. In the hallway paint 4 hollow metal frames only, color Englert medium bronze (aka Dakota brown) or equal, paint 3 frames and doors color Englert medium bronze (aka Dakota brown) or equal. Remove the wallpaper and prepare/patch/paint the walls using recommended brand to comply with Buy American Act. Specs (satin EMERALD SW 6385 Dover) or equal. Install Luxury vinyl tile (LVT) 3mm thickness, size 18" x 36" Style Legend V5010, color 1057 or equal, glue down installation method only, loose lay will not be accepted. Replace damaged ceiling tiles. Install 6 floor transition strips as follow: 2 strips conference room 303, 1transition strip room 304, remove/replace 4 wood transition strips office 1, 2 and 3. The Dakota brown color has been selected around Englert Metal Building Manufacture, Englert is no way proprietary to these colors, simply best typify the color range to meet the aesthetic intent to meet the Base. The contractor shall submit painted metal samples of these colors not paper. If a different manufacture is used, a custom color must be submitted to match the requested color (Medium bronze-aka Dakota brown) or equal. Communication: In Room A303, incage (or better) the exposed communication wires next to the computer desk, remove non active communication boxes and wires. Active communication outlets shall not be exposed over the walls, relocate to meet codes. Electrical: Replace all receptacles and switches in room A303 and 2 receptacles located in the hallway (change active receptacles and switches to white color). In room 303 trench/cover the floor/prepare and install 4 metallic inground plug receptacles (4 gang each) with carpet flange included, remove all non-active electrical wires. Do not replace the existing light fixtures, in room 303 and hallway, active receptacles or switches currently exposed/installed over the walls, shall be relocated to meet code requirements and safety. Mechanical: Remove and replace to white color, the existing 2 black supply grills (2ft x 2ft) and 2 black return grills. Remove and replace all the exterior signage (i.e. room number/name) to comply with the UFC 3-120-01. Wrap with insulation or better existing ducts above the ceiling tiles where condensation has been detected and damaged the ceiling tiles, (see hallway outside room 304). Replace the return grill located outside room 303/304. The contractor is responsible to verify the project location, dimensions and utilities before the demolition, to avoid change orders due to unforeseen circumstances. Any discrepancy or clarification shall be discussed during the site visit and the contractor shall submit a Request for information (RFI) if needed. The contractor is responsible to remove the furniture located in room 303, store and re-install. The contractor shall meet the required specifications for the new materials, and to comply with the Buy American Act. The Contractor is responsible to dispose removed materials. The Contractor shall comply with all the safety procedures during the construction, shall secure the construction area with safety warning signs, secure the area and free of obstacles or debris that may affect public safety. After the completion of the project, the contractor shall leave the renovated area clean, including the windows. Contractor shall maintain all the safety standards required by OSHA and shall brief his employees of the required safety standards, the contractor shall provide a POC for emergency and working environment awareness, maintaining an organic and safe working process and completion. The contractor shall provide specifications for the new materials and submit one material sample board, size 16" x 20" to DPW Architect and Master Planner, to concur or not with the purchase of the new materials (i.e. paint, carpet, baseboard, ceiling tiles, etc.) The contractor shall QC and approve the completion of each task and discipline during the construction and before the pre-final inspection. The pre-final inspection is due three days before the final inspection and delivery. Asbestos was detected in room 303 and lab test result is attached to CLIN 1. Excess/unused materials (i.e. paint and carpet tiles) will be retained by government. The contractor is responsible to move the furniture located in room 303, store and re-install. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
