Site work and paving for a mixed-use development in Youngwood, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Work for this project will consist of ADA concrete sidewalk additions to connect features within the Park & Pool facility. This includes connecting bathrooms, pavilions and parking lots. Each pavilion will include ADA parking upgrades. If any person contemplating submitting a Proposal is in doubt as to the true meaning of any part of the Drawings, Specifications or other contract Documents, or if he finds discrepancies in or omissions from the Drawings or Specifications, f a may submit a written request to the Engineer for an interpretation or correction thereof. The p trson submitting the request will be responsible for its prompt delivery to the Engineer. Any interpretation or correction of the documents will be made only by duly issued Addendum and a copy of the Addendum will be mailed or delivered to each person who received a set of the Contract documents. Neither the Owner nor the Engineer will be responsible for any other explanations or interpretations of the Contract Documents. All requests for interpretation must be received by the Engineer at least five (5) days before the date set for bid opening This project is funded in whole or in part by the Pennsylvania Department of Community and Economic Development. Compliance with the Greenways, Trails and Recreation Program guidelines is required. The Contractor is advised that the Pennsylvania Prevailing Wage requirements apply to this contract as determined by the Secretary of the Department of Labor and Industry. All contractors must adhere to Act 127 of 2012 (Public Works Employment Verification Act). A certified check, payable to Youngwood Borough, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to 10 percent (10%) of the total of the Bid shall be submitted with each bid to guarantee the Bidder's entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances. Proposals must be submitted on the forms provided. Youngwood Borough reserves the right to reject any or all bids or to waive any informality in bids received. The award criteria and basis for rejection will be in accordance with the Instructions to Bidders. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening.
