The U.S. Army Corps of Engineers, Pittsburgh District, is undertaking a project to replace the Tow Haulage Systems at both Emsworth and Dashields Locks and Dam. The replacement will involve installing an Electrically Controlled and Electrically Actuated Counter Torque System on the same wall as the existing system. The new system will feature two multi-layer, single drum winches positioned at opposite ends of the lock (upstream and downstream), adjacent or as close as feasibly possible to the Miter Gate Recesses. These winches will operate in tandem to move barges smoothly and safely through the lock chamber by pulling against each other in a counter torque fashion, maintaining cable tension throughout the operation. One winch will haul the barge forward (Towing Mode) while the other provides back tension (Hold Back Mode), ensuring consistent wire rope spooling, smooth tracking over sheaves, and preventing slack fouling. The project must be completed within 1,278 calendar days from the Notice to Proceed. The acquisition will be conducted as an Unrestricted, Full and Open Competition, resulting in a single Firm Fixed-Price (FFP) Contract. The NAICS Code is 237990, with a Small Business Size Standard of $45,000,000.00. Bidders must be registered in SAM and PIEE with the Proposal Manager role to submit a bid.
