CONTRACT NO. 25-R02 Elizabeth Avenue Road and Sidewalk Replacement :- The scope of work for Contract No. 25-R02 includes the replacement of an existing brick road with concrete; replacing sidewalks and concrete curbs as directed; storm sewer improvements; driveway adjustments; and all necessary appurtenances and restoration for said construction. SCOPE OF WORK Contract No. 25-R02 - Elizabeth Avenue Road and Sidewalk Replacement consists of the replacement of an existing brick road with concrete; replacing sidewalks and concrete curbs as needed; adjustment of valve boxes to grade; removal of existing inlets and replace with new Type M inlets; 12" CPP storm sewer; driveway adjustments; installation of a new ADA ramp; a digital speed limit sign, and all necessary appurtenances and restoration for said construction. The site is located along Elizabeth Avenue in Avalon Borough, Allegheny County. The existing site consists of concrete sidewalk and bituminous roadway and has consisted of the current conditions the past 50 years. Proposed construction will consist of storm sewers, concrete and brick roadway restoration, concrete curb replacement, and concrete driveway ramp replacement, erosion control facilities, utilities and all other appurtenances necessary. This project is being financed, in part, via the Commonwealth Financing Authority Multimodal Transportation Fund grant. Bidders to comply will applicable grant conditions. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough of Avalon. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Avalon to guarantee the bidder's entrance into the contract if given the award. The Borough of Avalon reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
