Questions received less than ninety-six (96) hours prior to the date for opening of Bids may not be answered. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing via the selected Electronic Document & Bid Management and Procurement Service using the appropriate "Question" tab. 7.03 Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda, posted within the selected Electronic Document & Bid Management and Procurement Service in the Documents section, and emailed to all parties recorded as having registered and receiving the Bidding Documents.
