The City of Canton requests Statements of Qualifications (SOQ) from qualified firms or individuals to provide engineering services for professional services in support of solid waste improvements, including but not limited to the proposed eastward expansion of the Canton Sanitary Landfill, a Subtitle D facility. The selected firm will assist in planning, permitting, design, and construction administration. Federal funds may be be used in whole or in part for funding of this project, and firm or individual selected will be required to adhere to federal contracting standards and requirements, as required by CFR. Firms or individuals interested in providing these services are invited to submit five (5) hard copies of their SOQ to the address below. The scope of work may include, but is not limited to: 1. Planning and guidance on project selection based on system needs; 2. Preparation of detailed plans and specifications; 3. Obtain all necessary permits from the Mississippi Department of Environmental Quality (MDEQ), including preparation of permit applications and ensuring compliance with applicable state environmental regulations throughout the project; The City will evaluate each proposal based on the criteria listed above and reserves the right to reject any and all submissions. Selection will be based on the cumulative score issued by the selection committee and the proposal deemed most advantageous to the City. The City reserves the right to terminate the RFQ process at any time without award. The selected firm shall comply with all applicable federal, state, and local requirements. The City of Canton will evaluate each submission, and may hold proposals for a period not to exceed thirty (30) days for the purpose of reviewing the content of the proposals and investigating the qualifications of the firm and individual submissions. The City of Canton reserves the right to reject any and/or all submissions, and to waive any informality and waive any technicalities. No formal presentation is needed or desired, but informal interviews may be scheduled, at the City's discretion. SOQ's will be opened, reviewed and ranked after submission to the Mayor and Board of Aldermen, or by an appointed Selection Committee (if a Selection Committee is utilized, final rankings will be made by the Mayor and Board of Aldermen. The City of Canton will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to the City of Canton, price, best bidders, and other factors considered. The contract will include scope and extent of work and other essential requirements.
