Renovation of a military facility in Fort Bliss, Texas. Completed plans call for the renovation of a military facility.

The southeast corner of B311 Sage Hall, Fort Bliss, Texas is experiencing differential settlement causing large cracks throughout the interior and exterior of the building. B311 is a historical building built in 1938 composed of exterior brick walls lined with a stucco finish. The base portion of the exterior brick wall is concrete foundation. Refer to Appendix B page 4 of 11 Auditorium Floor Plan to see the highlighted walls and doors that are part of the scope of work. Per UFC 3-101-01, all repairs shall be accomplished in accordance with the Secretary of Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings for repair or renovation of historic facilities. All questions must be entered into the Bidder Inquiry system no later than close of business seven (7) days before proposal due date. The magnitude of construction is between $1,000,000.00 and $5,000,000.00 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The southeast corner of B311 Sage Hall, Fort Bliss, Texas is experiencing differential settlement causing large cracks throughout the interior and exterior of the building. Per UFC 3-101-01, all repairs shall be accomplished in accordance with the Secretary of Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings for repair or renovation of historic facilities. Exterior Wall System: Repair masonry cracks of the exterior wall system along the southeast corner of the building (see Appendix B - As-Built Drawings for location of affect area). In addition to exterior wall cracks, repair cracks adjacent to the smokestack/chimney. Verify that the building envelope has not been compromised and repair accordingly. Inspect the roof to verify no damage has been caused by lifting the foundation. Repair any damage at location and restore the integrity of the building envelope. For bidding purposes assume 65 linear feet of exterior crack repair is needed. Repair surface exterior cracks on foundation stem wall concrete exterior surface. For bidding purposes assume 20 linear feet of concrete crack repair is required. Exterior finish repairs to stucco and paint must match existing finishes to restore the historical aesthetic and maintain historical integrity of the building. For bidding purposes assume 900 SF of painted exterior surface. Exterior Louver: Restore the exterior louver located near the southeast corner of the building where the differential settlement of the foundation is occurring. The existing louver frame is steel. a. Jambs and flashings must be restored. Retain the existing steel sash, clean and lubricate hinges, and operating hardware b. Replace waterproofing as required. c. Repaint the louver to reflect paint analysis conducted by the installation Cultural Resource Manager Any new materials or paint are to match the existing. d. Provide Bug Screen. Exterior Door: Restore operation of the existing exterior metal double doors located at the southeast exterior wall of the building. The door system has been affected by differential settlement causing the double doors to become inoperable. a. Lintel, door header, jambs and flashings must be repaired. b. Replace waterproofing as required. c. Any new door materials or paint are to match the existing exterior door.
