The Department of Veterans Affairs, Central Western Massachusetts Healthcare System, is seeking a contractor to replace the existing card access and closed-circuit monitoring systems at the Edward P. Boland VAMC. The scope of work includes turnkey installation and provision of all labor, materials, equipment, transportation, and permits necessary to complete the project. The contractor will replace 35 existing cameras with Full/UHD models, upgrade 32 card readers, install a head-end system capable of storing at least 30 days of footage with 15% future expansion capacity, and add 2-4 new cameras for exterior surveillance. The system must be non-cloud-based, physically connected, and sustainable by VA personnel without proprietary tools or recurring fees. All wiring must be in conduit or industrial wire mold, and programming, training, and documentation must be included. The contractor must coordinate closely with VA staff, especially since the building is occupied and the current system is the only access method. Work must comply with VHA, OSHA, EPA, local laws, and Mass DEP standards. Site access, parking, storage, debris removal, and utility shutdowns must be managed per VA protocols. The period of performance is three months from the date of award, with work scheduled Monday through Friday, 08:00-16:00, and off-hours as needed.
