Renovation of a multi-residential development in Northampton, Massachusetts. Completed plans call for the renovation of a multi-residential development.

This project consists of installation of new electrical unit panels in 30 occupied apartments and connection to existing circuits. Additional unit panels in two add alternates - 15 units each. Switchgear replacement in the building's basement as a final add alternate. Bids shall be on a lump sum basis with additive alternate bid item as indicated in the Bid Form. A bid deposit shall be furnished in accordance with the Instructions to Bidders. No Bid may be withdrawn within 30 days after the date of the opening of Bids. Performance and Payment Bonds, in the full amount of the Contract price, will be required of the Successful Bidder. Steps shall be taken to ensure that, whenever possible, subcontracts are awarded to small business firms, minority firms, women's business enterprises and labor surplus are firms by: (a) placing qualified small and minority businesses and women's business enterprises on solicitation lists; (b) ensuring that small and minority businesses and women's business enterprises are solicited whenever they are potential sources;(c) dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses and women's business enterprises; (d) establishing delivery schedules, where the requirements of the contract permit, which encourage participation by small and minority businesses and women's business enterprises; and (e) Using the services and assistance of the U.S. Small Business Administration, the Minority Business Development Agency of the U.S. Department of Commerce, and State and local governmental small business agencies. Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. The NHA's goal for the utilization of WMBEs is THIRTEEN PERCENT (13 %).
