Augusta Water will evaluate, select, and directly purchase from one (1) Manufacturer, hereafter referred to as "Offeror", one (1) ion exchange water softener system as specified within this RFP. All equipment shall meet the requirements contained in this Request for Proposals (RFP) document, Technical Specifications, and other Attachments. B. The Equipment procured under this RFP will be installed by the Owner at the Dices Spring Water Treatment Plant. Offeror is responsible for freight delivery of all equipment and coordination of delivery schedule with Owner, who will offload equipment. Offeror is also responsible for factory onsite services as indicated in the specifications to include installation supervision, startup, and training. The Owner reserves the right to reject any or all proposals, including without limitation nonresponsive or conditional proposals. Owner further reserves the right to reject the proposal of any Offeror whom it finds, after reasonable inquiry and evaluation, to be non-responsible. Owner may also reject the proposal of any Offeror if Owner believes that it would not be in the best interests of the project to make an award to that Offeror. Owner also reserves the right to waive all informalities not involving price, time, or changes in the scope and to negotiate contract terms with the Offerors.
