Reference Number 0000396598 Purchase Type One Time Only- Delivery Date:10/06/2025 The Town of Spruce Pine ("Town") is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide comprehensive professional services for the design and construction administration of a new FEMA-funded pedestrian bridge reconnecting Riverside Park and downtown Spruce Pine. The selected firm will guide the project from preliminary alternatives analysis through construction close-out, ensuring full compliance with all applicable federal, state, and local regulations including FEMA Consensus-Based Codes, Specifications & Standards (CBCSS) where CBCSS is a FEMA term describing the framework that triggers and guides the use of current hazard-resistant design criteria (e.g., AASHTO LRFD Pedestrian Bridge Guide, ASCE 24 flood-resistant design, ASCE 7 wind/seismic, 2010 ADA Standards, 2024 NC State Building Code et al).
