Work shall consist of pavement milling, repair, and construction of hot mix asphalt base and surface course. Work includes the following approximate quantities: 61,650 square yards of pavement milling and 8,075 tons of hot mix asphalt material, together with miscellaneous related work items. They shall be enclosed in an opaque sealed envelope addressed to the Mayor and the Township Committee of the Township of Millstone bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder. Each bid must be accompanied by a certified check, cashier's check, or bid bond for ten percent of the amount of the bid, not to exceed $20,000, drawn upon an incorporated bank or trust company, payable to the Township of Millstone, as guarantee that in case the contract is awarded the bidder, he will, within ten days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this requirement by the bidder. The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids or within such extensions of time as permitted by law. The Township of Millstone reserves the right to reject any and all bids, or to waive informality of any bid.
