Reference Number 0000396725 It is the intent of the City of Rochester to establish a Term Service Contract with one or more qualified firms with the Department of Environmental Services. The successful contractor(s) shall provide the all material, equipment and labor needed to service various facilities owned, rented, leased, or otherwise controlled by the City of Rochester, or at any other location as directed by the City. This is a Contingent Contract. The primary users of this contract will be the Street Design Division in the Department of Environmental Services. Other City Departments may utilize this contract for the services described herein. The Scope of Work under this contract consists of construction and maintenance of the City of Rochester's Right-Of-Way Network. Work tasks may include: Asphalt milling and paving Construction and rehabilitation of sidewalks Construction of speed humps Curb ramps Pavement markings Raised crosswalks Replacement of signage Replacement of streetscape improvements. Fabrication of parking signs Installation of parking signs Replacement of parking signs Contractor(s) shall provide a broad spectrum of City Street Improvement Services to the City on an as- needed basis that supplements City in-house staff to complete an array of City Street Improvement-related tasks. Contractor(s) understand there are no specific pre-defined City Street Improvement Projects identified for this Term Contract. Contractor(s) understand that depending on the needs that arise over the course of any given year, some types of work needed may be extensive, while other types of work may not be extensive or needed at all. The majority of tasks are specific and not associated with large pre-defined capital projects. Contractor(s) understand that work task assignments shall be completed only on the basis of a City Purchase Order. Contractors(s) understand that the City does not guarantee any amount of work under this contract. MWBE Goals. This contract incorporates new MWBE and Workforce goal requirements, as required by Ordinance No. 2018-54. This contract has a 30% MWBE Goal. This contract has workforce goals of 20% M and 6.9% W. Details about these goals, and the contract requirements for meeting these goals, are provided herein and in Appendix E. MWBE Form P must be included with this Proposal as well Goal Form P. Minority and Women Business Enterprise (MWBE) Requirements: The City has a Minority and Women Business Enterprise (MWBE) policy that ensures participation of Minority and Women-owned businesses on City public works projects, including demolitions. Ordinance No. 2018-54 established a goal that MWBE's will receive 30% of the aggregate total annual contract awards for City public works contracts over $20,000, with the goal for minority owned businesses (M) being 15% and women owned businesses (W) being 15%. For the purpose of this contract and aggregate goal of 30% using any combination of M and/or W's is acceptable.
