Renovation of a detention facility in High Point, North Carolina. Completed plans call for the renovation of a detention facility.
The scope of this project is to select a design-build team by qualifications-based selection to provide design, estimating, construction and construction management services to accomplish the renovation goals of Guilford County. Guilford County seeks to pursue the design-build project delivery method to minimize cost escalation risk, minimize change orders from existing conditions and decrease the overall project schedule. These renovations will take place in an occupied building and must be planned, scheduled and executed to allow operations to continue in the spaces affected. Guilford County believes the collaboration provided by the design-build model will provide the best end-product for the citizens and occupants of our spaces. The expected schedule for the projects is approximately 18 months to complete the package of work. The selected Design-Builder will be required to provide a performance and payment bond in accordance with provisions of Article 3 of Chapter 44A of the NC General Statutes. Guilford County is constructing a kitchen annex to an existing facility that is currently used as a detention center. The building was constructed in 1990. The existing facility will need the following upfits/renovations. All work must be in compliance with NC Building codes and Department of Corrections (DOC) code governing the service provided. 1. Construct new annex kitchen with all new equipment while building is occupied to serve approximately 400 individuals 2. Construct new laundry facility with new equipment while leaving the current laundry operational through construction. 3. Internal space configuration requiring modifications of load-bearing walls to accommodate the new operational use. 4. Demo and modify the existing kitchen to provide better flow for meal preparation. 5. Various interior finish repairs (cove base, floor tiles, ceilings, paint, etc.) 6. Addition of new loading dock. 7. Demo and install new bathroom facilities to be ADA code compliant. 8. Modification of existing sanitary, roof, and kitchen drains existing in the building. 9. Renovation of fire alarm and sprinkler system. 10. Modification to existing security system 11. Installation of necessary low-voltage wiring to support alarms, cameras and IT infrastructure 12. Installation of door access control to work with existing Detention Center Command Center. 13. Potential modifications to FF&E to meet Department of Corrections (DOC) requirements. 14. Evaluation of lighting levels and condition of existing interior and exterior lighting with potential for replacement or upgrades. 15. Installation of new plumbing fixtures for kitchen, restrooms, and laundry facilities. 16. Installation of new HVAC components for kitchen annex. 17. Evaluation and potential replacement/repair of HVAC components with recommendations to keep or replace based on code requirements and existing component conditions. 18. Evaluation and potential replacement of plumbing components (drains, hot water delivery, etc. All questions pertaining to this RFQ must emailed to the Guilford County Purchasing Department at DG_Purchasing@guilfordcountync.gov in accordance with this event schedule. The bid number and title of the project must be referenced in the email. Each question asked will be answered for all Respondents to view by way of an Addendum and posted in the automated bidding system. No question will be considered after the Q&A close date and time. NO EXCEPTIONS. Please note it is the Respondent’s responsibility to review all questions, answers and attachments prior to submitting their response.
