Install approximately five hundred seventy linear feet (570 LF) of new sidewalk including removal of existing material, eight hundred sixty-three linear feet (863 LF) of curb and gutter, ADA intersections, crosswalks and stop bars, and all associated appurtenances. Additionally, reconstruct one thousand eight hundred eighty-four square yards (1,884) of street including base material, roadway removal and all associated appurtenances. Bid/Contract Documents, including Drawings and Technical Specifications are on file at 203 S Broadway St, Bells, TX 75414. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Bells, TX or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The City of Bells, TX reserves the right to reject any or all bids or to waive any informalities in the bidding. The City Council may award the bid that presents the best value for the City pursuant to Gov't Code Section 2269.055 using the criteria set forth herein. In determining best value for the City, the City Council shall consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor's services; (4) the impact on the ability of the City to comply with rules relating to historically underutilized businesses; (5) the contractor's safety record; (6) the contractor's proposed personnel (7) whether the contractor's financial capability is appropriate to the size and scope of the project; and (8) the contractor's past relationship with the City. Adherence to the grant recipient's section 3 policy is required for all contracts and subcontracts, as well as compliance with Build America, Buy America requirements.
