The Village of Port Williams is seeking proposals for the installation of a solar photovoltaic (PV) power system designed to offset the energy requirements to operate our sewer treatment plant (STP). The location of the plant is PID 55024764 (map below). The Village is seeking a proponent that can take the project from the design phase, through construction, and final connections and commissioning, while managing all approvals and permitting. Scope of Work: In your proposal, please include your pricing for: - Planning and Design o Review of current energy consumption to design a system scaled according to power the demands of the STP. o Review the site to determine the ideal location of a solar array and how it will be mounted, including considerations for maximizing solar access quality based on modelling; with a net-zero energy harvest target. o Contact Nova Scotia Power (NSP) to identify their requirements. o Ensure the system is designed to current safety specifications and construction standards. o Provide drawings showing the entire design of the PV system. o Provide specifications for all components / equipment utilized in the system. - Construction and Installation o Coordinate with Nova Scotia Power for all matters related to the project, including permitting, inspections, and final connection to the grid. o Coordinate with any other permitting / oversight authority, including the Municipality of Kings, as needed for any building and development permits. o Complete the electrical rough-in per the proposed design and all necessary wiring in the blower building. o Install the mounting system including any necessary site prep and trenching. o Install the solar PV System o Test and commission the system to ensure proper operation - Other o Setup of any software / monitoring systems on a Village computer. o Including considerations for any other components that in your professional opinion are requirements for the proper operation of the Solar PV System.
