Start of Service Date: 12/01/2025 End of Service Date: 06/30/2028 The project budget is estimated to be $14,850,000.00. OVERVIEW This Request for Proposals ("RFP") is issued by the University of Hawai'i ("UH") to identify Offerors qualified to submit competitive sealed Proposals for the Installation of PV, Phase 2, Kauai Community College Design-Build Project ("DB Project"). The project scope shall provide new Photovoltaic (PV), Battery Energy Storage Systems (BESS), and Electric Vehicle Charging Stations (EVCS) at the Kauai Community College Campus. PV systems shall consist of carport canopy arrays. Additional ground mount arrays may be proposed as the budget allows. No roof mounted PV arrays will be considered. BESS shall be sized as determined by the Design-Build Team, to capture and utilize as much renewable energy as possible to minimize the reliance on the electric grid. A zero-export control system shall be provided for customer generated energy (PV & BESS) to comply with the serving electric company (KIUC) requirements. A current zero-export control system has been installed for a previous PV installation. This project shall integrate, expand, or replace the existing control system to accommodate newly installed PV & BESS as required. The project shall include a minimum of six (6) Level 2 EVCSs intended for State fleet use. Physical means shall be provided to prevent use by the public, and no billing is required for charging. Infrastructure shall be provided for an additional four (4) Level 2 charging stations. The project shall include parking lot re-surfacing for parking lots receiving new PV carport arrays. Resurfacing should be completed up the point of termination of the curb return leading to main campus road or up the through gutter along the roadway. Resurfacing will generally include cold planning the existing asphalt pavement, repairing (not replacing) the existing base course where required, and replacing the asphalt pavement new. No new pavement areas are anticipated. The deadline to submit requests for clarification of the requirements of this RFP, Part 1 is September 10, 2025.
