Kahua Ho`oulu Housing Development The purpose of this RFP is to solicit proposals from qualified Offerors to select an experienced development team that will produce new affordable multifamily rental housing that meets the long-term housing needs of Kauai's resident workforce. The Director of Finance reserves the right to cancel this Exempt Request for Proposal or to reject any or all offers in whole or in part if deemed to be in the best interest of the County.
