Renovation of an educational facility in Washington, District of Columbia. Completed plans call for the renovation of a 83,130-square-foot educational facility.

Project No. 423086-00 The District of Columbia ("District") Department of General Services (the "Department" or "DGS") is issuing this Request for Proposals ("RFP") to solicit design-build proposals ("Proposal(s)") from offerors ("Offeror(s)") interested in serving as the design-builder (the "Design-Builder" or the "Contractor") for the modernization of Bunker Hill Elementary School ("Bunker Hill ES") The Department anticipates awarding a design-build contract (the "Agreement", "Contract" or "Design-Build Agreement") to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of the attached RFP. The Project includes full design and construction services for Bunker Hill ES, which will be approximately 83,130 square-feet school facility. Question Deadline 09/10/2025 at 2:00 PM ET questions or requests for clarification will be submitted to the Department's POC within the time specified in Section 1.9.1 of this RFP The Design-Builder shall design and construct a combination of renovation of the existing and new construction to increase the existing footprint to accommodate the square footage required in the Educational Specifications ("Ed Specs(s)" or "Educational Specifications") to bring it in line with the District of Columbia Public Schools ("DCPS") Ed Specs. The original historic Bunker Hill Elementary was built over time, with the west wing being built first as a one-story building in 1940, then the second floor was added in 1947, the multipurpose space and the east historic wing were added in 1953. The last addition is from 1965, and we do not expect that to be considered historically important. Additionally, there was a small school located on this site originally before the 1940's wing was constructed. The building has since had several additional construction projects, including a Phase 1 Modernization in 2012 updates for the Child Development Center in 2023, and playground upgrades in 2020. The Department anticipates the demolition of a portion of the existing building, mainly the 1965 classroom wing, but the Design-Builder shall recommend a design that is most advantageous to the Project. DGS and DCPS have concerns about accessibility and traffic safety on the existing site and expect the final design to resolve these concerns and provide a fully accessible and equitably school entrance and a safe, separated area for parking and loading which does not cross paths with pedestrian access. The Project shall include all new outdoor play and educational areas per the education specifications, a turf field (U-10 size), parking and loading facilities, and all new site fencing meeting the education specific and technical specifications. Any existing exterior site amenities shall be at a minimum replaced in kind unless otherwise determined through the course of the project. Exterior site improvements will be a significant portion of the community engagement process and subject to change. The Project includes a Child Development Center which requires a separate entrance from the school which allows the space to operate independently. The Child Development Center shall have its own outdoor play area directly adjacent to the Child Development Center space for ease of access. Project No - 423086-00
